This dissertation is based on the civic education situation and the media responsibility theory. Analyzing the content of the press responsibilities in civic education, necessity and urgency in mass media’s obligation to public instruction is set forth. This dissertation also reveals the multiplicity challenges of the media’s duties towards globalization and transition of the society period in this country. In the end, aiming at the circumstances of responsibility absence in the practice of mass media, it is suggested that Chinese mass media is duty-bound to be in the charge of community instruction and oblige to take the developing road, which is close to the audience and is willing to be self-construction in the practice.Civic education guides people to attend social life properly, and cultivates their civic awareness and civic virtue unconsciously. Mass media, a social way of civic education, plays an important role in cultivating civil cultural development. It has a large spread circle and its information may influence the form of civic awareness unconsciously. As a result, qualified citizens will be cultivated for the society. In other word, media education is an important part of social education. The theory of social responsibility of media says that media not only has the transmission right, but also has to accept responsibility and fulfill its obligation for the society and public cause its strong public character.The connotation of media responsibility in civic education in current China is to guide citizens to form civic awareness and to cultivate qualified civic character. On the side of forming civic awareness, this thesis holds the idea that media could attract citizens’attention to current events and even their involvement through a discussion of agenda setting and public domain. On the other side, the civic characters, including civic virtues, social morality, and political moral character, all need to be molded by media.Social development of China with globalization brings both challenges and opportunities for media responsibility in civic education. Seen from the exterior environment, the Chinese audience begins to be involved in social matters and express their democratic aspirations because of social development. At the same time, the colliding of globalization and multicultural make an impact on the audiences’values and moral cultural. From the view of media, the appearance of new media and the market-oriented competence also challenge the media responsibility in civic education. The lack of responsibility in current China appears as the ignorance in media content and the misguidance of broadcast direction.In order to solve these problems and make the media fulfill its responsibility of civic education, this thesis concludes how the media realize that in other countries and areas. Furthermore, it put forward that Chinese media is supposed to take citizens’psychological need into consideration from the aspect of China’s actual conditions, so proper channels of communication are provided. And from the aspect of the direction of social and media development, this thesis thinks that China should improve the audiences’media literacy and control the civic educational function of new media based on strengthening the media Legal System.
