Although there are certainprocedures to follow, in front of a variety of uncertainties, on the one hand comprehensiveanalysis of all information, on the other hand is to achieve fast and accuratedecision making and action. It has the overall characteristics, need for systemic thinking.Guangdong Emergency Management is facing the transition process from a passive responseto active response, need the guidance of a systematic thinking, need the concept to upgrade.So if we can build a model to face the human activities there is no obvious structure, not quantified. It can clear emergency management work should be contingent model, thencompared with the reality, come to the gaps and to seek a solution. It would help to advancethe work of emergency management in Guangdong.This paper applied the Soft Systems Methodology of Checkland in the activities of theGuangdong Province emergency management, put the9systems of it into the concept modelof Emergency Management System. In this model, I define the emergency managementsystem, further divided it into abstract subsystem, physical subsystem and activity subsystem.Comparative analysis of Guangdong Province emergency management work GuangdongProvince emergency management present situation with the emergency managementconceptual model,combination of snow and ice storms in early2008, the Xintang massincidents of Guangzhou in2011and other analysis of the case, it found out that there is a gapbetween the model(pattern) and the emergency management of Guangdong Province in theaspects of publicity and training, the management functions of the government, theconstruction of the prearrangement system, the legislation and insurance, the integration ofsocial resources and the investigation and assessment. Then the author gives thecountermeasures and suggestions on improving the emergency legislation system, perfectingthe emergency alarm mechanism, strengthening the system construction of the organization,optimizing the classification of management functions, focusing on the platform constructionof emergency and advancing the system of performance evaluation about the emergencymanagement of Guangdong Province.In fact, soft systems methodology is a circular progress which is composed of sevenstages. In this methodology, stage one and stage two is an analysis of the structure andprogress of a special matter circumstance. Stage three is to put forward a root definition of theconcerned system. Stage four is to form and test the concept model. Stage five is to comparethe concept model with reality. Stage six and seven is to carry out the applicable andnecessary innovation.The concept model I have constructed contains my following ideas. Government’s aim isto serve the people, responsible to the people, has social management and public servicefunctions. It should protect public health and lives and property as a primary task, minimize public emergencies, and the resulting casualties and harm. When the government carries outemergency management tasks, it has to obtain the prior ability to cope with crisis. Before thecrisis occurs, it has to give a comprehensive analysis of crisis. In response to the crisis, itshould pay attention to all kinds of feedback in emergency scene. Emergency managementactivities should appropriate adjusted to the feedback basis. This reveals a large amount ofinformation input system. The system will take various actions related to emergencymanagement, learn the skills, accumulates resources, make use of advanced technology,Organizing the workforce, Grasp the success of all operations. So as to control actions aimedat preventing and reducing unexpected event occurs and the resulting loss. The output of thesystem will include the government’s social service functions to be realized, credibility can beenhanced, is an intangible service products. |
