| With the rapid development of social economy and the continuous improvement of urbanization,the factors that risk both social security and stability have gradually increased and become more and more complex.In order to adapt to the development of emergency management under the new situation,the core tendency of constructing our emergency management system is to change the emergency management idea.Community as a basic element of urban society,it is the frontline to face all kinds of emergencies,also is an important link to effectively connect the government and the public in community emergency management.Thus,community participation in emergency management can effectively promote the cooperation of other subjects in the community,so as to enhance the awareness of each subject in emergency response in order to prevent and reduce the occurrence of emergencies.The participation of community also can help the government and emergency responsers reliving the stress of dealing with complex emergencies.Based on the above background,this research took the emergency management of s community in Guanshanhu District of Guiyang city as the research object,the analysis combined the characteristics of S community with governance theory,collaborative governance theory and life cycle theory.Firstly,this paper analyzed the problems and causes in the emergency management in S community by using the methods of literature analysis,case analysis and interview.Secondly,in order to further enhance the community emergency management capacity to provide rationalized proposals.This paper based on the problems in the emergency management of S community,offered seveal suggestions,such as strengthen the ability of cooperative management in the prevention and emergency preparation stage,improve the efficiency of community emergency prediction and early warning feedback,and improve the mechanism of community emergency response. |
