Research On Current Situation,Problems And Countermeasures Of Emergency Management Of Grassroots Government

This marks that China’s emergency management has entered a new era.In March 2018,Reform of State Council Organs Plan was approved by the First Session of the Thirteenth National People’s Congress.Department of Emergency Management was set up as one of the Organs Composing the State Council.With the development of Chinese economy,causes to to emergency are becoming ever-increasing.How to prevent quickly and effectively such emergencies and minimize the losses and harm has been a test to the emergency disposal capabilities and administrative efficiency of governments at grassroots levels.To build a government satisfactory to the masses,it is important to establish a sound emergency management system and improve the governments’ emergency management capabilities.This article,considering Dongpu Street,Yuancheng District,Heyuan City,Guangdong Province as the research object,By way of case studies,comparative studies and studies into documents related to emergency management,the paper dug into the status quo of governmental emergency management at grassroots levels.It argued that problems with governmental emergency management at grassroots levels were shown mainly as follows:undefined emergency responsibilities;unsound emergency plans;poor emergency management capabilities;lagged emergency information conduction;etc.and then conducts an in-depth research on reasons of the issue from the perspective of the relationship between emergency management awareness and social development needs,the relationship between emergencysupport resources and demand response,the relationship between emergency management capability and public needs,the relationship between distribution of emergency powers and duty performance requirements.Finally,this article puts forward related countermeasures and suggestions for the purpose of effectively improving the emergency management capability of basic-level governments,primarily including the following four aspects:1.intensifying the reform of emergency system,2.strengthening the construction of emergency response plan,3.enhancing emergency management mechanism,4.reinforcing the constructionof emergency culture.This article provides certain theoretical support and practical reference to the improvement of emergency management capability and levels of basic-level governments and the increase of mass satisfaction.
