With China's social and economic construction has entered into a new stage, a variety of public emergencies occur constantly, which has brought great negative impact to the life, property, economic growth and stability. China is now in a period when multiple public emergencies happens a lot, we also need to face the severe test brought by public emergencies in the future.This could be a big challenge to the government's emergency management capacity, it is also an arduous task for our government to face and handle properly.Western countries have already begun to focus on the research of public emergency management and established a more mature emergency management system.In contrast, China started late in this area, there are still many shortcomings in terms of emergency response needs to be improved.In order to improve the emergency management system comprehensively and encourage the whole society to participate actively, government departments should combined with China's reality, "one case, three systems" as the theoretical guidance, take the lead in learning from research and practical experience of developed countries, establish a unified and efficient emergency response mechanism.This article describes the basics of public emergency management, analyse public emergency management mode of the China and Western countries. We also select the Qingdao City "11*22" Sinopec pipeline leak explosion as a case study in the Government's handling of public emergencies practical experience analysis, Finally We concluded problems in our public emergency management, as well as giving advice and countermeasures by introducing some advanced emergency management mode and good practices of developed countries.I hope this article can provide a useful reference to the comprehensive management of public emergency work and promote our ability to deal with public emergency.
