| With the development of urbanization and the improvement of living standards, people’s spiritual and cultural needs have been growing exponentially, exhibiting a greater degree of hierarchy, diversity and multi-dimensionness. The current level of public cultural services, however, has not yet adapted to the growing needs of the people. The development of public culture in urban and rural areas is unbalanced. A sustainable mechanism of public culture construction has yet to be established. The infrastructure of public culture is lagging behind. Public cultural resources are lacking in both quantity and quality. Problems such as these become increasingly apparent. According to situation above, the system of public cultural services should be unceasing strengthened, the mode of public cultural services needs improvement, the diversified approaches of public cultural services are required.As the resources and capability of local governments are limited, and the service range of nonproprietary organizations are not likely to be further extended, it is essential that the functions of government be altered from "running" public culture to "supervising" it. The management of public culture should be shifted from institutes directly affiliated to government to social organizations. Social forces should be encouraged to participate in the development of public culture. The supply-demand contradiction of public cultural products needs to be addressed through collaboration between the government and the social sectors, thus ensuring the basic cultural rights of the people.Among the attempts to involve social forces in public culture construction in China, the Feedback Project of Wuchuan, Guangdong province proposed in as early as2000still has innovative and practical significance. In recent years, through the systematic promotion of the Feedback Project, Wuchuan has gradually established a model of public culture construction through "governmental supervision, administrative collaboration, and social participation". As the role of public forces in the cultural service system of Wuchuan become increasingly well-defined, their enthusiasm of participation grows consistently, and remarkable achievements have been obtained.This thesis studies the engagement of social forces in public culture construction in Wuchuan by means of literature review, qualitative analysis, comparative study and questionnaire survey. Within an integrative framework of the theories of Public Goods, Welfare Pluralism, and Polycentric Governance, this thesis elaborates the theoretical basis for the participation of social forces in public culture construction, and discusses the advantages and disadvantages of this social engagement model in practice. It proposes the duties of the government in guidance, support and supervision during the process of encouraging and attracting social sectors’ participation. Implications for the development of the public culture service system of our country are also provided. |
