The third plenary session of the 18 th central committee of the communist party of China proposed to build the modern public cultural service system.In this context,the development of public cultural services has achieved remarkable results.However,due to the lack of clarity on the relationship between the government and social forces,the initiative of social forces are suppressed severely in the practice of socialized supply of public cultural services.Moreover,it causes many adverse consequences,for example,the business environment is unstable,cultural market develops slowly,the production and operation mechanism of culture is defective,and the enterprise social responsibility is weak.Therefore,this dissertation aims to construct a new supply mode of public cultural services participated by social forces based on the relationship between government and social forces,and try to overcome the implementation barriers of the mode,so as to lay a solid foundation for building a country with powerful socialist culture.First of all,this dissertation sorts out the current supply status of public cultural services,and emphasize the urgency of calling on social forces to participate in the supply of public cultural services based on the supply dilemma.Then,because of some problems,such as,―supply from top to bottom‖,―operated all by government‖,the supply mode of public cultural services participated by social forces is constructed based on the cooperative relationship between the government and social forces.According to the supply subject,the supply mode is divided into three types: enterprise oriented supply mode,NGO oriented supply mode and public oriented supply mode.And the implementation barrier of each mode is analyzed.Finally,by using evolutionary game theory,corporate social responsibility theory,public goods game and computational experimental methods,each type of mode is optimized to be implemented smoothly.The innovation points of this dissertation are as follows:Firstly,the theoretical framework of the participation of social forces in the supply of public cultural services is constructed initially.The supply mode of public cultural services participated by social forces is constructed based on the cooperative relationship between the government and social forces in this research.And it is optimized according to the implementation barriers.The above measures are beneficial to improve the efficiency of the supply of public cultural services.Secondly,a decision model of the compensation mechanism in the supply of public cultural services is constructed.An evolutionary game model is established to find the decision threshold of the compensation mechanism based on a public culture service infrastructural project under PPP mode.It provides a theoretical reference for the government to make decision on compensation.Thirdly,the key factors and dynamic mechanism to achieve the cooperative governance of the supply of public cultural services is researched.Besides case studies,a game model on account of supply subjects is constructed based on cooperative governance theory to find the conditions for the suppliers to achieve stable cooperation.The conclusion is conducive to the construction of the cooperative governance theory of public cultural services.Lastly,the key factors to promote the emergence of cooperation of the public in the supply of public cultural services are found.Some public goods games are built based on ―Wenlin village opera‖ to explore the important factors to promote the emergence of cooperation of the public in the supply of public cultural services.This research provides a reference for the organizer to guide the public to participate in the supply of public cultural services voluntarily.
