With the continuous improvement of China’s public cultural service system and the continuous advancement of institutional construction,the main body and means of providing public cultural services are gradually becoming diversified,and the degree of socialization of public cultural services has been significantly improved.The government purchases public cultural services from social forces as a brand-new reform work,which is conducive to advancing administration by law,changing government functions,and building a service-oriented government.It is also conducive to promoting the social development of public cultural services and enriching the supply of public cultural services.,improve the effectiveness of public cultural services.Cultural performances,as a popular cultural event,are also an important part of the government’s provision of public cultural services.The government’s purchase of public cultural performance services from social forces not only innovates the supply of public cultural services,increases the overall level of public cultural services,but also helps to meet the increasing spiritual and cultural needs of the people under the new era,and protects the people’s basic needs.Cultural rights.In September 2014,the General Office of the Chongqing Municipal People’s Government forwarded the Municipal Cultural Commission and the Municipal Bureau of Finance on the “ Government’s Implementation Plan for Public Cultural Performance Services Purchased by Social Power,” and Chongqing began to conduct pilot work in qualified districts and counties.Constantly summing up the pilot experience,gradually pushing the government to purchase services for public cultural performances in the city,and achieved good results,which accumulated valuable experience,enriched the supply of public cultural services,and improved the effectiveness of public cultural services.This paper adopts literature research method,in-depth interview method,questionnaire survey method and model analysis method,selects Smith’s policy implementation process model as the analysis framework,and starts from the four major elements of idealized policies,implementing agencies,target groups,and policy environment,and The current situation of the implementation of public cultural performance service policy for social forces was in-depthly explored,the effectiveness of the implementation of the policy was analyzed,and the deficiencies in the implementation of the policy were identified.Combined with the actual situation in Chongqing,the optimal path for policy implementation was put forward..This paper is divided into six parts: The first part is introduction.It mainly introduces the research background and research significance of this paper,the current research status at home and abroad,the main research methods and research ideas adopted,difficulties in research and possible innovations.The second part is the definition and theoretical basis of related concepts.First,it defines the related concepts of public cultural services,public cultural performance services,government procurement of public cultural services,social forces,and policy implementation.Then it analyzes the basic elements of Smith’s policy implementation process model and the interrelationships among the various elements.Finally,it analyzes the Smith model.It is applied to the government’s applicability analysis of purchasing social cultural performance services from social forces.The third part analyzes the status quo of Chongqing’s policy of purchasing public cultural performance service from social forces..The relevant policies for purchasing public cultural performance services from the national level and the Chongqing municipal government to social forces were sorted out,followed by an analysis of the implementing agencies,target groups,and the policy implementation environment.The fourth part is the effectiveness and insufficiency of the implementation of the policy of purchasing public cultural performance services from social forces in Chongqing.The fifth part is related to the effective implementation of policies.From the perspectives of policy,executive agencies,target groups,and the policy environment,combined with the actual situation in Chongqing,they put forward their own suggestions on how to improve the government’s implementation of the policy of purchasing public cultural performance services from social forces.The sixth part is the research conclusion and outlook.The study was summed up,and the future ofthe government’s purchase of public cultural performance services from social forces was looked into.
