Social Forces Participate In Public Cultural Service Reserch

As the improving of the material living standards, people’s spiritual and cultual needs also become increasingly strong. While, government-oriented public cultual and servise instruction is relatively behind,the supply capacity and level of public cultual products and servises is hard to meet people’s multi-level, diversified, and various cultual needs. In order to effectively remedy the public cultual servise defects caused by "government failuar" and "market failuar" requirs social forces participate in public cultual servise to form a way in terms of "two legs" by government and social oranizations to solve of the contradiction between supply and demand on public cutual products and severs, to better protect people’s basic cultual rights and instrests. This article will take third department theory, new public administration theory, the public management theory as a foundation, through the practice and investigation in southeastof Zhejiang, analysis and fully understand the society forces participate in public cultural service of the present situation,the boundaries, characteristics, problems ets, further discuss the social forces particiapte the public cultual servise of the way, the carrier and the organization mode, and based on this, puts forward the relevant countermeasures and suggestions to guide and regulate the social forces to participate in public cultural service.
