The Financial Perspective On The Reform Policy Of Separating Management For Medicine And Pharmacy In China

Recently, the system of "Support Medical by Pharmaceutical"(SMP) in medical care cause a pile of problems, such as unreasonable prices between Medical and Pharmaceutical, excessive medical treatment, and corruption in pharmaceutical circulation, which leads to the conflict of the lack of health resources and high cost in China, and strains the doctor-patient relations. In order to disconnect the economic interest relation between the Medical of Pharmaceutical government began to study the policy of the "Separating Management for Medicine and Pharmacy"(SMMP), and done some piloting reformation, including "separation between revenue and expenditure","Pharmacy stripping" and "abolishing drug retail mark-up". Via analyzing the policy of SMMP in difference time and the mode of SMMP in difference area, and learning from experiences abroad, this paper analyzes the necessity and the idealization mode of SMMP, and how to achieve SMMP guiding by fiscal policy.First of all, paper defines of SMMP, and expounds research background, research significance and necessity of SMMP. Based on studying the policy of the SMP and SMMP, this paper analyzes the policy change from SMP to SMMP and disadvantage of the SMP.Secondly, this paper compares the three current experimental mode of SMMP, finding that the current mode of SMMP had effect on disconnecting the economic interest relation between the Medical of Pharmaceutical and declining medical expenses, but the defects exist in all of them, which failed to eliminate revenue of medical institutions dependence on Pharmaceutical.By means of learning the experiences of SMMP of Japan and Korea which has the similar medical system with us, this paper presents the three gradation of SMMP, including separating for Medicine and Pharmacy in accounting, circulation and compensation mechanism. At last, this paper suggests that government should guide SMMP by using a series of fiscal policy like increasing financial investment, changing mode of financial payment, completing the medical insurance system and balancing tax bearing.
