Traditional Chinese medicine should occupy an irreplaceable position in the health service system in China and contributed greatly to the prosperity of the Chinese nation. County Hospital of Chinese medicine is the main front of the development of Chinese medicine in our country. In recent years, the weakening tendency of the distinctive advantages of traditional Chinese medicine appear and the hospitals will be impacted by the public hospital reform. Since the founding of our country, the compensation of public hospitals in China mainly include service charges, drug addition revenue and Government subsidies. The objective of the reform of public hospitals at county level is eliminating the drug addition, increasing the efficiency of hospital services and give reasonable compensation to cover the hospital’s lack of income. The reforming should fully consider the unique of traditional Chinese medicine services, especially the unique of Chinese herbal medicine.The team has defined the compensation of characteristics of traditional Chinese medicine service in Earlier research, The study will undertake a study focusing on the features of Chinese traditional medicine. The key point of traditional Chinese medicine is herbal. Under the existing policy, Chinese herbal medicine retain the drug addiction. Literature analysis, investigation analysis, cost estimation of Pharmacy Services are used to features problems faced in the development of traditional Chinese medicine hospitals at county level, and explore the feasibility of compensation model. Results of the study are as follows:(1)Resources of traditional Chinese medicine are to be further expanded including hardware resources and human resources. Chinese medicine full-time employees are no more than60%per cent of the total number of workers, and not meet the requirements of the second-level traditional Chinese medicine hospital accreditation standards.3hospitals’Chinese herbal medicine area of are lower than80square metres and do not meet the standards requirements.(2)development of Chinese medicine in hospitals is not balanced,"westernization" exists. Only6Hospitals’ Chinese herbal medicine prescription occupy more than30%percent of the total number of prescription. Number of out-patient Chinese medicine services:up to91%per cent, the minimum is only10%.(3)Chinese herbs income shared lower proportion in the hospital incomes, but herbal addition rate is higher. Hospitals of herbal revenues share of drug income is below20%. The general Chinese herbal medicine addition rate of10hospitals dropped from74%in2010to55%in2012, remained at a high level.(4)Herbal pharmacy services standard costs between12.10-14.23/prescription. Considering the normal loss of Chinese herbal medicine, and calculated the reasonable herbal addition rate is16.04%-18.82%.(5)If the Chinese herbal medicine in County Hospital of traditional Chinese medicine cancel addition rate, the compensation program is:Government’s financial commitment to the hospital reduced70%,10hospitals a total of11.23million Yuan, pharmacy services costs charged the remaining30%hospital.Combined with earlier research, based on the current financial situation of the Government, if it is not able to provide enough financial compensation, there will be two results:first, the reforms will affect the development of the Chinese medicine industry. If finances are not able to compensate for the lack of income due to reform of Chinese medicine services, Chinese medicine will be a severe contraction. The main cause of this problem is the reform of enthusiasm would seriously undermine Hospital of Chinese medicine services. If by other means to increase prices, will affect the demand for Chinese medicine services. Second, remain he drug addition rate of Chinese herbal medicine in order to avoid the fiscal deficit by this reform.Combining findings, this paper puts forward the following recommendations:(1) Deepening study on the feasibility of Chinese medicine compensation,(2) Organize pilot of traditional Chinese medicine hospitals;(3) Strengthening governmental responsibility, improve the efficiency of financial compensation;(4) Strengthening the management standardization of herbal;(5) Strengthen the publicity of characteristics of traditional Chinese medicine service.
