Research On The Compensation Mechanism Of Municipal Public Hospitals After The Cancellation Of "medicine Supplementation"

A public hospital is a non-profit organization with the nature of a public institution established by the state annotation.According to the theory of state welfare and public economics,the purpose of public hospitals is to meet the public health needs.It has significant public welfare and social welfare.It is a quasi public product.Therefore,government regulation has become an objective necessity,and basic medical and health products and services should also be provided tlhrough compensation and financial subsidies.However,due to the long-term low level of government financial input and the profit-by-profit behavior of public hospitals themselves,"taking medicine for medicine" has become a dominant problem in the pharmaceutical industry.The problem of "difficult to see and expensive”is very prominent,and the relationship between doctors and patients is increasingly tense.In order to further deepen the reform of the medical system of public hospitals and effectively solve "medicine supplement medicine",in June 2012,the state formally implemented the policy of zero difference in drug price,and began to try it from the county public hospital,and then popularized it to the public hospitals at the municipal level.The practice has proved that this method has played an active role in alleviating the problem of "medicine supplement medicine".However,the problem of "difficult to see and expensive" still exists,and the "medicine supplementing medicine" has evolved into "tonic medicine" and "service supplement".The unreasonable compensation mechanism is an important reason.On the basis of public management theory,this paper uses public product theory and market failure theory to discuss that public hospital reform should be more "public welfare".It aims to analyze the reform of public hospital compensation mechanism from the perspectives of society,hospitals and patients,and improve the compensation mechanism of public hospitals.On this basis,take the public hospital of H as an example,explore the compensation mechanism of public hospitals in accordance with the local facts,and provide countermeasures and suggestions for the sustainable development of public hospitals.
