By the deepening of the policy of the new health care reform, China’s health career began facing more and more challenges, and the same time, health managers are proposed higher capacity requirements. This study analyze the culture status quo of health managers at this stage to explore the problems, building the comprehensive capacity system of health managers with schools training, then to explore the ability of health management students, and to create the conditions to enhance the overall strength of the health management team and future talent pool.Research purpose and meaningThis study through the research and analysis of the problems in health management education at this stage, combining the managers "Competence" theory, from the theoretical level to build the framework of the comprehensive capacity of health managers, and propose the training mode of school, so as to achieveoptimize the health management team and to improve the level of health management.1. The comprehensive capacity of health managers contribute to the construction of specialized, professional health management team. It can enhance the manager level, improve the managers team building, and to lay the foundation for the professional, specialized health management team building.2. The comprehensive capacity of health managers contribute to the assessment of the health management talent. From the ability of health managers to explore the shortcomings and defects, then taking evaluation and performance management, to improve the quality of health managers and management level.3. The research helps complete the continuing education for health managers. From continuing education, health managers’ professional knowledge and skills can be updated, completed, expanded and improved, to further improve the knowledge structure of managers, and to improve the level of creativity and technical ability of health managers.4. The comprehensive capacity of health managers contribute to the reform of the school education mode. Study of the ability of health managers to contribute to the the curriculums optimization, the reform of teaching methods as well as the construction of a new teaching model, and then realize the reform of the education system of health management.Research Methods1. LiteratureThrough CNKI, CQVIP network database to download the related literatures to read and analyze, categorize, and through the newspapers and magazines to know the status quo of China’s health management and health management education, as well as the subject of the class at home and abroad, so as to lay the theoretical foundation for subject research.Alpha2. Delphi method (consulting experts)Delphi method through several rounds of consultation from several anonymous experts, then integrate summary views of each round, so repeatedly, when expert advice consistent, end up with a more scientific and reliable conclusions or programs. The study through issuing questionnaire by twice to achieve the advices from experts, discovering essential skills of health managers, as well as suggestions and opinions of the current health management education, and draw more topic view, it’s conducive to a more comprehensive description of the topic argument.3. Analytic Hierarchy Process (AHP)AHP is applied to the study that difficult to carry out quantitative analysis, the main feature of this approach is a combination of qualitative and quantitative analysis, it makes the subjective judgment expressed by forms of number and processed by scientific method. In this study, according to the judgment of an indicator paired comparison, quantified relatively importance, using mathematical methods to express an indicator of the relative importance of the rights, to arrive at quantifiable results, and make comparisons between the indicators more clearer and reliable.4. Statistical analysisBy statistical methods and software SPSS13.0, organize and analyze the survey data. The questionnaire data are entried and analysised by SPSS13.0software, then reach the indicators mean, standard deviation and coefficient of variation, this numbers are used to remove the non-standard indicators; and then test the expert opinions coordination by coordinating coefficient (Kendall) test.5. Excel tableThrough the use of the Excel spreadsheet, enter the appropriate formula to calculated the W value and CR values. Connotation and weight of each indicator can be determined, and the consistency of judgment matrix test can be tested by CR values.Research content and processFirstly, through reading literatures, to know the current health career developing status and trends, preliminary building competency-based health managers ability system; with Delphi method, consulting views with the authority of experts, collecting and processing content and data of questionnaire, further screening and re-analyzing the right, then eventually established the ability system of health managers; finally, according to the system, to propose reform measures for school training, to improve the culture of comprehensive ability with health management students.The study includes competence based on knowledge, skills, and self-concept, characteristics and motivations of managers; well as the system, reforming educational curriculum and teaching methods, according to the health management students’ individual career development planning and design to strengthen the social practice, scientific research, community activities of health management students and assessment of school teaching quality. The main conclusionsThrough taking expert consulting turn, fixing and establishing indicators of preliminary competency-based health managers ability system, by the AHP method to determine the weight value of indicators, finally constructing the comprehensive capacity system of health managers that main abilities including the "knowledge structure "," business skills "," self-concept " and " qualities and motivation ". With the system, from the training of schools, to explore the culture of comprehensive ability about health management students.1. To broaden the reserve of knowledgeFrom strengthening management knowledge learning, increasing management courses and mastering basic medical knowledge, to consolidate the basis of theoretical knowledge; addition, also health management students should pay attention to other kind of knowledges, including law and economics knowledge, learning, and gradually establish humanity attainment and cover a broad range of knowledge.2. To improve the management skillsFirstly, to ensure the quality of teachers, which is the premise to enhance the management skills of health management students; improving the teaching mode, reforming from the traditional "indoctrination" into "heuristic teaching" modern, so that students are inspired through flexible forms of teaching, gradually cultivating students to analyze problems, solve problem, communicate and coordinate, and the ability of innovation; improving the practical teaching system, which is the key to enhancing students’management skills, comprehensive practical teaching activities to expose students to the social, and to consolidate the basic knowledge while cultivate personal practice activities ability, through formulating personal internship scheme and training planned capacity, on the lower level communication to develop students’ interpersonal communication ability, to select the team and individual internship report topics, training students decision-making ability, commoning to the group presentations, clutivating organization and coordination ability of students.3. Strengthen self-awareness training Strengthen the culture of self-consciousness should proce from the attitudes, developing positive values, and to build confidence. Aims to enhance the student’s professional identity, and to improve the students’ enthusiasm for learning and professional awareness; learning political literacy courses, to establish a correct outlook on life and values, then the student will have a healthy state of mind to face the social and competition in the future; developing individual career planning combine with personal preferences and future career, so that the individual have a clearer understanding of their own personal career planning, to make learning more purposeful, and also lay the foundation for future career development4. Cultivate individual qualitiesIndividual characteristics is personal characteristics and temperament that distinguish from others. It is obtained mostly through individual practice, so to ensure that the quality of students’ practice is the key to the culture of individual characteristics. Through the basic classroom practice teaching and comprehensive extra curricular practice teaching to gradually cultivate the qualities of the individual, class discussions and report can develop students’ awareness of innovation and the ability of curiosity; from group competitions to foster students’ sense of team, pioneering spirit, and the ability of healthy competition; practice through primary health services help health management students gradually develop their own good sense of service.Features and innovations1. According to competence theory, to analysis the necessary knowledge, skills, self-fulfillment, individual characteristics and other aspects of information to health managers,, to build comprehensive ability system.2. According to the capability system, to explore the school training mode of health management students, tentatively set the courses and teaching program to broaden the knowledge base, strengthening practice, enhance the management skills, strengthen self-awareness and training individual characteristics.
