Pay satisfaction is one of the most important factor to determine the behavior of employees, employees’ pay satisfaction with a direct impact on their work attitude, thereby affecting the performance of the organization. With the deepening development of the health care system, improve internal allocation mechanism of the primary health care sector is imminent, the current pay status of public primary health care sector is not optimistic, performance is difficulting to attract and retain live good quality and competitive personnel. In this paper, a method of combining theoretical and empirical analysis be used, start from pay satisfaction to diagnosising the township hospitals remuneration status through the bottom-up perspective, and then provide a theoretical reference for hospital administrators to develop remuneration package.The article is based on the background of China’s health care reform, and integrated theories of public sector, modern business and health management with compensation management status quo in Liuyang Jili township hospitals to do a fully comprehensive survey and empirical research.With the using of literature reviewed, a field research, depth interviews, SPSS17.0, AMOS17.0, etc, this paper verifies the dimension of salary satisfaction, and analysising the pay satisfaction measurement results of Liuyang Jili township hospital. Final discussing the employees’ salary satisfaction from the five dimensions (pay level、raises、benefits、 structure、management), analysising the problems of existing pay system on five levels, and solutions is given as following seven aspects:ensure that the full amount of financial subsidies, adjust salary level timely, providing training opportunities in many ways, optimizing non-economic remuneration, following the principle of internal equity, exploring reasonable promotion mechanism, improving the salary system.
