Township Hospital is Located at the Core of Rural Medical and Health System of County,Township and Village,Providing Basic Medical and Health Services and Basic Public Health Services for the Masses;It is an Important Guarantee to Meet the Needs of Rural Residents to Seek Medical Treatment and Realize the Goal of " The Basic Medical Service for All".After the Implementation of the Basic Drug System in Township Hospitals,it is an Inevitable Choice to Make Compensation for the Lower Drug Revenue in a Variety of Ways to Maintain the Normal Operation of Township Hospitals.In these Compensatory ways,Fiscal Compensation is the Dominant Position,which Reflects the Government's Medical Responsibility,and Advocates the Transformation from Profitability to Public Welfare.Based on the Theory of Public Goods and the Theory of Fiscal Decentralization,this Paper Mainly Adopts the Literature Research Method and Comparative Study Method to Sort out the Policies of Financial Compensation of Township Hospitals Since 2009,the Overall Situation of Financial Compensation and Analyze the Results obtained.On the Basis of the Analysis,the Problems Existing in the Current Financial Compensation are Found,and the Causes of the Problems are Analyzed,and Suggestions for Improvement are Put Forward.It is Found that the Existing Problems of Fiscal Compensation Mechanism have the Following Aspects: First,Through the Verification of Income and Expenditure to Determine the Compensation Policy Itself Flawed in the Verification of the Balance between the Uncertainty of the Revenue and Expenditure and the Amount of Compensation for the Conflict between the Indicators to Determine the Amount of Income Contrary to the Public Good,the Difference between the Budget of Final Accounts Face Difficulties;Second,Regional Policy Implementation Varies Widely;Third,due to the Lack of Motivation,the Enthusiasm for Providing Services Has been Frustrated;Fourth,there are Problems with the use of Basic Public Health Service Subsidy Funds.After Analysis,the Main Reasons Leading to these Problems are: First,the Township Health Center has the Dual Attributes of Public Hospitals and Public Health Service Institutions;Second,Policy-Oriented Deviations and Conflicts Exist;Third,the role of Market Mechanisms is not Fully Brought into Play;Fourth,the Pressure of Fiscal Expenditure is large and it is Difficult to Ensure Full Coverage;Last,There is some Changes in the Subsidy Policy for Health Services.In View of the Above Problems and Reasons,this Paper Puts Forward some Suggestions for Improvement: One is to Find Out the Government's better Positioning in the Development of Township Hospitals;The Second is to Implement "Project Compensation" to Improve the Efficiency of Financial Capital Use.Third,We will Implement the Reform of the Pay System.;the other is to Manage the Basic Public Health Service Funding Efficiently.
