The welfare reform of public hospitals is a long-term systemic project of complexity and arduousness. To clearly see that there are still some outstanding contradictions and problems in the current welfare reform of public hospitals. Especially the advance of the reform, profound adjustment to the pattern of interests, concentrated exposure of institutional, structural and other deep-seated contradictions significantly increased the difficulty of reform. It is essential to further expand and deepen the welfare reform of public hospitals. It is essential to intensify efforts in promoting social forces to medical. The total amount of personnel and structural contradictions are still outstanding. The pace of change in government functions urgently need be quickened. Meanwhile, with economic society stepping into a new stage of development, the progress of industrialization, urbanization, agricultural modernization, economic globalization and the aging were accelerated. Health needs of urban and rural residents are rising and present a multi-level, diversified characteristic. We should solve these problems and challenges based on the serious summarization of experience. We should also further strengthen the organization and leadership, play institutional strengths, seize the grass-roots reform in order to make significant progress, seize favorable opportunity for sustained and rapid economic development, and constantly agglomerate and expand of social consensus, continue to deepen reform,basically complete the welfare system of public hospitals in line with our regional situation.The thesis is divided into four parts:The first part gives a general introduction for related concepts and theoretical basis, including the meaning and necessity of the public welfare reform of public hospitals. It also briefly explains the connotation of public goods and the feature of public welfare of public health as quasi-public goods. The second part focuses upon an analysis of the current situation of the welfare reform of public hospitals in Inner Mongolia, including the current situation of the welfare reform of public hospitals in Inner Mongolia, the existing problems and reasons. The third part introduces experience reference of the welfare reform of public hospitals at home and abroad, involving England, America, Norway and Shanghai, from which we can draw lessons and make guidelines for the welfare reform of public hospitals. The fourth part sums up some suggestions, combining with the relevant theory and analysis of instance.
