The Research On The Path Of Public Welfare Reform In Public Hospitals In China

Medical and health care is "people's livelihood",public welfare is its biggest characteristic.Public hospitals assume the responsibility of providing basic medical and health services for the general public,and their public welfare is directly related to the accessibility of national health service.Since China's reform and opening up,along with the establishment of market economic system,the trend of marketization of public hospital medical service in our country is more and more outstanding,marketization of public hospital internal operation,the blind pursuit of economic interests,drug prices artificially high,such as excessive medical treatment behavior led to the burden of residents to see a sharp increase in social calls to slow residents "expensive medical treatment" is becoming more and more public welfare of public hospitals are facing unprecedented pressure,return to public hospital public welfare reform is urgently needed.Based on the basic national conditions of China,this paper focuses on the public welfare of public hospitals in China.First of all,we should adopt the method of domestic and foreign comprehensive reference learning,and give enlightenment to the reform of the public hospitals in our country.For domestic,the article selected as the research sample,sanming city,fujian province public hospital public welfare reform in detail elaborated the sanming public hospital public welfare reforms of specific reform measures,results and enlightenment on the overall reform of public hospitals in our country.In foreign countries,the article selected Singapore public hospital reform of public hospital public welfare as the research sample,background of the Singapore public hospital public welfare reform,reform measures and enlightenment to do concrete analysis.Secondly,this paper analyzes the main obstacles to the reform of public welfare in China from two aspects of public hospitals and government,and finds out the restricting factors that affect the return of public hospitals in our country.From the perspective of public hospitals,it is mainly the failure of incentive mechanism,unreasonable charging and pricing mechanism,absence of internal supervision mechanism,and incomplete medical risk reduction mechanism.From the government's point of view,the government's financial input is insufficient,the compensation mechanism is backward,the relevant laws and regulations are not perfect,and the administrative supervision system is not perfect.Finally return to the path of the public welfare of public hospitals in China suggest countermeasures:for public hospitals,the main is to establish a salary distribution system in conformity with the medical industry,establish public welfare oriented performance evaluation system,attach importance to the role of economic incentive mechanism,establish and improve the hospital internal operation mechanism,establish and improve the professional moral self-discipline mechanism;For the government,it is mainly to clarify the responsibilities of the government,reform the medical price service mechanism,establish and improve the financial subsidy mechanism,and establish and improve the effective supervision mechanism.
