Research On Improving The Public Welfare Path Of Public Hospitals

Public hospitals are the main body of China's medical service system,and are the main battlefield for deepening medical reform and the main force to meet the medical needs of the people."Several Opinions on Deepening the Reform of the Medical and Health System"(2009)detailed regulations on the reform of the medical and health system,clearly stating that public hospitals must follow the principle of public welfare and social benefits in both the management and management processes to meet the society.Members' basic medical service needs provide more medical services to members of society.Since the implementation of new healthcare reform,we've witnessed good progress of many reform measures.Nevertheless,there are still a lot of problems,among which the lack of public welfare in public hospitals is a major one.The problem of soaring medical expenses and declining availability of medical services becomes much severer and brought public hospitals into the focus of social conflicts.This situation calls for prompt action to solve public hospitals' lack of public welfare.And it is urgent to make public hospitals return to institutions of public welfare through public welfare reform.With focus on public hospitals' public welfare,this dissertation applies new theories of public management and public goods to study the current status of public welfare practices of public hospitals in China,probe into their problems and the reasons,and analyze factors that affect the realization of public hospitals' public welfare by the case analysis of the L hospital's public welfare practices,including a lack of scientific and reasonable evaluation and assessment of public welfare,an integrating management mechanism of governance and operation,a lack of market competition and poor internal operation and management of public hospitals.In addition,aimed at settling those problems mentioned and providing useful reference for public hospitals' reform on public welfare,the dissertation gives some suggestions and measures,mainly including transforming government management mode,promoting hierarchical diagnosis and treatment,strengthening medical insurance function,introducing competition mechanism,reforming public hospitals' operation and management mechanism,and improving satisfaction of the masses.
