Improvement Of Hospital Emergency Management System In China And Japan In Comparative Perspective

The hospital emergency management in China has rapid development in recent years, and has obvious effect, but compared to the level of hospital emergency management in the word, our hospital emergency management has a serious shortage of specialists and resources. Disasters or emergencies frequently happen in China, the field of academic and specialists increasingly concerned about the hospital emergency management. Therefore, the research carry out comparative study of the hospital emergency management system, improve our hospital emergency management system, and has strong theoretical and realistic significance.This paper, on the basis of reviewing the emergency management theory and hospital emergency management theory, reference the latest research results at home and abroad, by literature research methods and comparison of research methods, study the hosp emergency management in China.First, it summarizes the status of the emergency management issues both at home and abroad, and arranges related theories of hospital emergency management based on them. It expounds the meaning of the emergency management, development and characteristics and lays the theoretical foundation for this topic.Second, from the four aspects of the organizational structure, operation mechanism, legal infrastructure and emergency support system, it gives a detailed comparison of the Sino-Japanese Hospital Emergency Management, and according to which, it analyses the hospital emergency management development situation and existing problems reflected from Wenchuan earthquake and Beijing rainstorm two cases. The specific performances are backward mode of hospital emergency management, deficiency of hospital emergency resources, bad smooth of emergency information transfer, weak emergency agency collaboration, collaboration, poor citizen emergency abilities and imperfect related emergency laws, etc.Finally, for the problems of hospital emergency management, it puts forward proposals and measures to improve the hospital emergency management, which mainly concerns three aspects:strengthening of the hospital’s own emergency management building, establishing the external Team Work emergency linkage and improving the relevant laws. For the own emergency management building, it proposes six measures including improving the hospital emergency plan, strengthening hospital emergency command, strengthening hospital emergency team and building a hospital emergency information network, improving hospital emergency logistical support and participating in the emergency relief and education activities; for establishing the external Team Work emergency linkage, it raises two strategies of the emergency institution linkage and regional emergency linkage.
