Whether every dangerous patient can be rescued with the high efficiency and the high quality treatment is an important symbol of medicine science development level as well as the medical service and other job management level concrete manifestation. The emergency treatment before the patient arrive in hospital is the public health enterprise important constituent. It is the most important sector in emergency medical treatment. Its working quality directly affects the entire emergency treatment process. It also reflects the people enjoy the medical emergency treatment service level, the national modern civilization grade, the economical development level and the national comprehensive strength.Facing the keen competition, how to enhance the human resources management the level in order to adapt the modern hospital human resources development day by day, the increase core competitive power, how to implement the effective inspection and the performance management to the knowledge staff, based on the organization strategic target and promotion the emergency treatment medical service performance, become the most concerned matter in the hospital management.At present, most researches are within the hospital financial control related domain, but the systematic researches on the human resources management especially performance management in the emergency medical treatment field are still quite defective in particular.This thesis takes the performance management fundamental research and the comparison on the domestic and foreign hospital performance management research as the foundation platform. The author has utilized many methods including questionnaire survey, discussions, expert consulting and materials analysis to conduct the research on the present situation of H emergency medical center performance management. The author has discovered the existing problems and analyzed the primary causation. Subsequently, the author has carried on the comprehensive analysis on the H emergency medical center's background and external environment, primary service and strategic target. By using BSC (balance idea branch customs station law), KPI (the essential performance target), AHP (analytic hierarchy) and some other methods and the technology, the author has carried on the systematized design on the H emergency medical center performance management and determined H emergency medical center's medical personnel performance inspection target. Thus the better solution on the knowledge staff's performance inspection has brought forward to by the author for the assessment on the staff reasonably and objectively, the definite salary reward, the training plan, promotion and demotion, improving staff's quality and inspiration level as well as working methods. Finally we can reach the organization's performance maximization.This thesis described performance management system includes performance target design, performance plan, performance implementation and management, performance inspection, performance feedback and so on five parts. This system focuses on the H emergency medical center strategic target, according to the strategic target determination the performance target, the definite department target. Afterwards, the author has determined the key post's target, then decomposes layer upon layer and advances gradually. In order to guarantee the performance management effect the realization, the author has also carried on the discussion to the plan implementation safeguard measure from hospital aspects and so on culture cultivation and system construction.This thesis integrates the performance management system and emergency treatment faculty hospital's characteristic by the successful enterprise performance management mentality, thus has certain practical value and the model significance to the performance inspection's actual operation.
