Tianjin as the largest container lines and integrated port in north China, is the core of the shipping center, which has established the shipping business with180countries and/or ports all over the world and has over400Traffic flows every month.With the rapid growth of Ship traffic, The requirements to Tianjin navigation security are put forward higher, and also puts forward a new topic for the purpose of effective security management, that is said that how to ensure safety and maximize to dig up the potential of Tianjin port makes a bigger contribution for economic development. The key point is to solve the the maintenance problem of navigation, and guarantee service for navigation safety of navigation environment infrastructure and environmental management conditions to meet the requirements of the development of Tianjin port.comprehensive evaluation to safe navigation in Tianjin port put forward by the article applies the principle and method of grey fixed weight clustering on the navigation environment subsystem of risk degree of qualitative and quantitative analysis and evaluation, dropping the corresponding comprehensive security measures to control risk, so that the risk for navigation system is reduced to the lowest and then the navigation system achieve full state.First, basing to analysis of navigation environment in Tianjin port, To summarize the main contents, the characteristics of the navigation, the key problems of navigation safety evaluation and technical requirements, according to the investigation and expert opinion.Secondly, basing to the analysis and research for principle of grey fixed weight clustering theory and evaluation method, To establish evaluation model for safety of navigation basis on the theory of the grey fixed weight clustering and Analysis grey fixed weight clustering theory within water areas in Tianjin port if Applicable or not.Finally, determine safety assessment index on effecting navigation through the investigation and expert opinion, identification and screening the navigation safety factors of the water areas in Tianjin port. building navigation safety evaluation index system According to the characteristics, types and kinds of safety evaluation index on the navigation to classify and separate.Port comprehensive evaluation model in this paper was constructed basing on the research of grey fixed weight clustering and the development of the traditional evaluation model and single object integration and optimization, the study is of great significance to rich port navigation safety assessment method and theory.
