With the rapid development of Economic Globalization and Regional Economic Integration, International Trade becomes increasingly closer. The shipping industry takes on more than 80% of freight traffic in the international trade, maritime transport system is like the "blood" as to maintain the functioning of the world economy. Therefore, maritime transportation security has been the focus of attention. Port as the connection point of land and sea transport, is the starting point and destination of ships and cargos, in its channel waters, the traffic volume is large, sailing density is high, so the traffic environment is crowed, ship handing is frequent as also because of arrival and departure. However, the navigable waters in the port channel is very limited, so the navigation environment of the channel waters is the most critical part in the maritime security.In recent years, great changes have taken place to ships in number, tonnage, type, speed etc because of the rapid development of shipping industry, more and more ships, bigger and bigger ships, are sailing frequently in port channel waters, which results in a serious threat to the navigation environment in channel waters, safety assessment of navigation environment in channel waters is hot again. This article will introduce Extenics to the study of the safety assessment of navigation environment in channel waters, building the model of safety assessment of navigation environment in channel waters Extenics-based, in order to enrich methods and theories on safety assessment of navigation environment in channel waters.Firstly, this article determine the basic process on safety assessment of navigation environment in channel waters in the field domestic and foreign, then introduce extension theory and extension evaluation method into the study of safety assessment of navigation environment in channel waters, construct the matter-element system on safety assessment of navigation environment in channel waters with extension theory. Further, determine the evaluation index system and standard on safety assessment of navigation environment in channel waters, establish the classic domain and the whole domain on safety assessment of navigation environment in channel waters, then build the model of safety assessment of navigation environment in channel waters based on Extenics. And in the process, introduce the idea of dynamic weight Extenics-based into the study, build the dynamic comprehensive weight of evaluation indicators with the combination of dynamic weight and AHP method.Finally, take Ningbo-Zhoushan Port as an example, select parts of the channel waters in this port in order to check the model of safety assessment of navigation environment in channel waters Extenics-based. Then, determine the matter-element system to be evaluated, calculate the correlation by means of correlation function, implement the comprehensive evaluation and analysis the result, discuss that Extenics is applicable and effective on the study of safety assessment of navigation environment in channel waters.
