With the development of the society, the demand for energy are more and more increased, the consequent urgent problems such as energy shortage and environmental pollution need to be resolved. Now, many researchers are focus on how to find a new energy power generation with low pollution, especially wind and solar power. As a representative technology, the wind and solar LED street lights system has been put into use in some areas. However, because of the low study level the issues such as low performance and high prices, short life, low level of intelligent monitoring come out.In order to slove the transition stage problem that some small and medium-sized cities which have the rich wind and solar resources but not use new energy street lights system, this paper propose a street light monitoring system use cross structure, one side of the road lights remain the existing LED street lights unchanged, the other side lights are replaced by wind and solar LED street lights. For the intelligent management and monitor of the cross lights structure street light system, the two level network structure use ZigBee and GPRS was adopted, which can save energy and ensuring the reliability of the lighting.Firstly, introduce the research status of wind and solar power generation technology, street light monitoring system and the theory of ZigBee and GPRS wireless communication technology. Analyse the components of wind and solar LED street light system and the problems at present. Secondly, the framework of cross structure street light system is proposed, the cross structure wind and solar street light monitoring system based on ZigBee and GPRS is designed, which includes the network topology, networking process, the improved routing algorithm which uses Cluster-Tree combining with AODV algorithm, and communicating protocol. Then, focus on hardware of the street light monitoring system design. The hardware part include the terminal node circuit of wind and solar LED street light, the routing node circuit of the conventional LED street light, the circuit of gateway. CC2430chip is selected as the core controllers of the terminal nodes, routing nodes and the gateway’s coordinator, the terminal nodes and routing nodes include the circuit of radio frequency, power, data acquisition and LED lights control. Finally, software of the street light monitoring system was designed which include the control flow of the street light node, the work flow of gateway, and the monitoring flow of the main control center. The designment of cross-type solar hybrid street light monitoring system not only save energy but also improve the power supply reliability.
