Planning Strategy For Transformation And Upgrading Of Hangzhou’s Industrial Parks In The Suburbs

In recent years, with the acceleration of China’s urbanization, Developing industrial cluster gradually becomes the necessary way to transformation and upgrading of industrial parks in the suburbs. Many of the domestic and foreign researches on development practice of industrial parks show that industrial location plays an important role on the development of industrial cluster. Zhejiang Province’s industrial parks distribute densely compared with other provinces in China, whose spatial factors of the industrial distribution have a certain guiding function on the development of industrial cluster. Therefore, analyzing spatial distribution of Zhejiang Province’s industrial parks, summarizing the factors of planning and applying to planning practices of Hangzhou’s industrial parks in the suburban are beneficial to transformation and upgrading of industrial parks in Zhejiang Province and have important significance on developing metropolitan industrial cluster.Firstly, this paper begins from the analysis of Hangzhou’s industrial situation in the suburban by comparing industry development and distribution between Yuhang District and Xiaoshan District and searching for spatial factors of disadvantageous industrial development in Yuhang District, and then to make the planning strategy for enhancing the industrial development vitality in Yuhang District. Secondly, realizing the development situation of industrial cluster from different areas of Zhejiang Province by analyzing distribution situations and characteristics in41current demonstration industrial parks of Zhejiang Province, from which we can get the spatial factors that have an influence on the development of industrial cluster. This paper offers Hong Kong’s industrial planning experience, which makes different types industrial enterprises stationed in different industrial parks by the controlling and guiding on volume ratio. This in favor of the development of industrial cluster and the raise of land utilization rat. This paper also offers Sydney’s planning experience for industrial parks in the suburbs. The purpose is to pursue planning strategy for modern industrial parks, which have comprehensive function, nice environment and using land intensively. Finally, this paper proposes planning strategy at micro, meso and macro-levels, which can be applied to concept planning of Yuhang-Linping high-tech enterprises town, reconstruction planning of Xingqiao industrial park and comprehensive reconstruction planning of Tangxi mechanical equipment industrial park. Urban self-organizing function can be promoted by planning intervention. and therefore ecosystem, social system and economic system can be planned, guided and coordinated to make these systems into a full play.
