Research On The Upgrading Of Equipment Manufacturing Industry In Beijing-tianjin-hebei Region From The Perspective Of Double Value Chains

The equipment manufacturing industry is a strategic industry that provides technical equipment for various industries in the national economy.It is a key development industry for the “Made in China 2025” and plays a crucial role in cultivating and enhancing the country's core competitiveness.The dual difficulties of "low-end lock" and "extrusion risk" make Chinese equipment manufacturing industry face great challenges in international competition.The globalization strategy of equipment manufacturing industry needs to adjust.As an extension of the global value chain,the National Value Chains are increasingly important for industrial transformation and upgrading.At the same time,as Beijing-Tianjin-Hebei region is one of the three major economic growth poles in China.The issue of industrial upgrading of equipment manufacturing has also become a key issue for the coordinated development of Beijing-Tianjin-Hebei region.Based on the Double Value Chains of the integration of Global Value Chains and National Value Chains,this paper studies how to achieve industrial upgrading of equipment manufacturing industry in Beijing-Tianjin-Hebei region.The major studies concerned in this paper are as follows:Firstly,this paper evaluates the status of industrial development of the equipment manufacturing industry in Beijing-Tianjin-Hebei region in terms of industrial scale and industrial structure.Using the value-added decomposition model to decompose the value of regional outflows and build indicators to evaluate the positions and participation of equipment manufacturing industry in the Double Value Chains.According to the factor endowment theory,constructs a three-product-two-combined HO model to evaluate the industrial upgrading of sub-sectors of equipment manufacturing industry.Secondly,this paper studies the influence of different influencing factors on the upgrading of the equipment manufacturing industry.This paper uses SDA model to measure the impact of innovation inputs on innovation performance of equipment manufacturing industry in Beijing-Tianjin-Hebei region.This paper establishes the positive and negative degree of integration of productive service industry and equipment manufacturing industry,combines with the coefficient of industrial induction and industrial influence,evaluates the impact of the integration of producer services and equipment manufacturing on the upgrading of the equipment manufacturing industry.This paper uses VAR model to study the short-term and long-term impacts of IFDI and OFDI on the upgrading of equipment manufacturing industry.Thirdly,this paper studies the paths of upgrading of equipment manufacturing industry.According to the theory of “value chain smile curve”,constructed the concept framework of four industrial upgrading paths.Using the value-added average transfer step method to measure the “value chain smile curve” of equipment manufacturing industry in the Double Value Chains,and match the sub-sectors according to the “value chain smile curves” with the upgrading paths in the theoretical framework of industrial upgrading.Fourthly,according to the matching industrial upgrading paths of the sub-sectors of the equipment manufacturing industry in Beijing-Tianjin-Hebei region,the comprehensive industrial upgrading status and the factors affecting the industrial upgrading,this paper constructs the upgrade efficiency evaluation index system separately for each upgrade paths.Using the three-phase DEA-Windows method to eliminate the impact of environmental variables and random disturbances,and evaluates the efficiency of different industrial upgrade paths.This paper analyzes the weak efficiency of industrial upgrading in sub-sectors of equipment manufacturing industry in Beijing-Tianjin-Hebei region.Finally,this paper addresses the issue of how to realize industrial upgrading in the equipment manufacturing industry in Beijing-Tianjin-Hebei region,and propose policy recommendations.The recommendations include improving the Double Value Chains status of the equipment manufacturing industry in Beijing-Tianjin-Hebei region,perfecting the factor endowment structure to improve the comparative advantage of equipment manufacturing industry in Beijing-Tianjin-Hebei region.This paper also put forward how innovation,production services,IFDI and industrial clusters promote the upgrading of equipment manufacturing industry in Beijing-Tianjin-Hebei region.
