Currently, tertiary industry has replaced secondary industry gradually and become the dominant industry in China. And in this period protection and reuse of waste industrial buildings and facilities which are also defined as industrial heritage also raise widely concern. Moreover, cultural industry-led regeneration has become one of the most popular regeneration mode in China’s redevelopment of waste industrial land. The reason of the popularity of cultural industry-led regeneration is this regeneration mode is efficient to convert the original secondary industry in industrial area to tertiary industry, which is in accordance with the general trend in China. Furthermore, cultural industrial-led regeneration is beneficial to protect and reuse the industrial heritage in waste industrial area. The cultural industrial quarter “East Suburb Memory” in Chengdu is a typical cultural industrial-led regeneration project based on the former state-owned Red Light Vacuum Tube Factory. The regeneration program was implemented in 2011 and it has run around 4 years, and in this period a series problems in terms of industrial hertage protection and business restructure had emerged and need to be solved. Therefore, it is necessary to conduct a research which focuses on what kind of role cultural industrial-led regeneration playing in the development and operation of “East Suburb Memory” to understand how cultural industrial-led regeneration influences industrial heritage protection and industrial restructure and provide proper optimizing stragegies in aspect of “East Suburb Memory”.This dissertation is based on the researches on industrial heritages and cultural industrial-led regeneration, and reviewed a variety of relevant theoretical researches and case studies to construct the research framework. A series research methods are applied in this research including literature review, questionnaire investigation, in-depth interview and field investigation to collect necessary data for comprehensive analysis to understand the impact created by cultural industrial-led regeneration on waste industrial area especially on industrial heritage protection and restructure of local business. This dissertation argues that cultural industrial-led regeneration has both positive and negative impact to waste industrial area. In terms of industrial heritage protection, it is efficient on protecting material industrial heritage but ignores the protection and reutilization of non-material industrial heritage which is detrimental to the authenticity of industrial heritage. In terms of restructure of local business, it is successful on improving the transformation from secondary industry to tertiary industry but failed on constructing competitive cultural industry system, and entertainment services in the quarter are also of little unique features. Moreover, there is little connectiong between “East Suburb Memory” and surrounding area on both social and economic aspects. Finally, according to the findings in this research, optimizing stragegies are provided in terms of constructing competitive function and industry system, creating unique landscape features, enhancing connection with surrounding area and implementation security.
