As the development of urbanization, the shortage of land resources is more and moreprominent, and the economy developed cities tend to develop the underground space.Municipal tunnel is a kind of modern, intensive urban infrastructure. It could save resources,improve urban management level and promote social harmony, hence it is the direction of thedevelopment of urbanization. In recent years, major cities in China have started buildingmunicipal tunnel. In the process of construction, the reality of huge one-time investment,many involved pipeline owners, as well as unsound laws, regulations and technical standardsof construction, maintenance and operation management in China, has to be faced. Thatbrings barrier for the promotion and application of the municipal tunnel technology. In theprocess of plan and design, the lack of fire standard makes the technical staff confused. Thetechnology has been used for nearly two hundred years in human history, however, the way ofproject review is still adopted to carry out firefighting technical review. And about the designof some fire control facilities, there is still no agreement which makes the technical staff notknow what to do. So it is necessary to analysis and solve the problem of firefighting design,operation and maintenance management of municipal tunnel.Starting from the problem, this study introduce the related knowledge and thedevelopment situation at home and abroad of municipal tunnel Then the problems inmunicipal tunnel construction management in mainland China, are discovered by comparing.In view of the existing problems, mainly from the Angle of fire-fighting design of municipaltunnel, fire disaster, fire disaster type and basic principle of fire risk are analyzed and studied.And on this basis, the settings and the relevant technical requirements of fire preventionmeasures, fire-fighting facilities configuration and automatic monitoring facilities areanalyzed. At the same time, combining municipal tunnel construction managementexperiences in Guangzhou University City, Guangzhou Asian Games City, drawing lessonsfrom the specific research results of municipal tunnel of Guangzhou International City andmunicipal tunnel construction management experiences in other domestic cities, thesuggestions about municipal tunnel fire control design and operation, maintenance andmanagement are given as follow: the fire disaster type of municipal tunnel is connected withthe contained pipeline species. fire control design of municipal tunnel has certain particularity,the current specification does not fully applicable, fire control technology, fire-fightingfacilities configuration and automatic monitoring facilities of related components havespecific technical requirements; Municipal tunnel construction management should follow theprinciple of "unified planning, step-by-step implementation, coordination management, paid use", in order to maintain municipal tunnel, the municipal tunnel should be developed andconstructed by means of market, and municipal tunnel operation management should becarried on. The government should provides strong support for investment enterprises in theinvestment and financing, policies and regulations, and technical specification and have theeffect of management, supervision and coordination.The proposed advice for municipal tunnel fire-fighting design and operation andmaintenance management is a beneficial exploration for comprehensive pipeline constructionmanagement. It has strong operability, and has a certain guiding significance for the presentintegrated pipeline construction management.
