The Research Of The Cost Controlling In The Capital Construction Of HUNAN Engineering Polytechnic Based On Matter-element Extension

In recent years, with the rapid development of China’s higher education, the investment in infrastructure is increasing, especially the development of large-scale construction projects, and a relatively large amount of growth. The scale of construction in general institutions is so large that the scale in past can’t be compared. Some colleges and universities in the process of capital project construction, are lack of the awareness of cost control, have not established the appropriate bidding system. If the problems can not be effectively addressed, them will seriously affect the healthy development of colleges and universities. Effective implementation of the cost control of the university infrastructure project, so that the relatively limited resources to achieve the greatest possible education and social benefits, this has become an important issue we face.In this paper, the article focuses on the level of cost-control in infrastructure projects. Begins with the analysis of basic content of cost-control of the infrastructure projects in colleges and universities, the article analyzes the definition and composition of cost of projects in colleges and universities and the definition system and procedures of the cost-control. On this basis, the paper tells the basic situation of infrastructure projects and cost-control in Hunan Vocational and Technical College. In the general description, the paper preliminarily analyzes the problems of cost control. Then, the paper conducts in depth empirical analysis of the level of cost control of infrastructure projects in Hunan Vocational and Technical College, at first the paper established the theoretical model based on matter-element extension, then does an empirical analysis of20samples, obtains that the level of cost-control is not bad in Hunan Vocational and Technical College. The last part of this paper is based on the empirical analysis of cost-control in Hunan Vocational and Technical College infrastructure, proposes measures to increase the level of cost control from the general process and targeted strategy.
