| With the continuous promotion of the strategic goal of "going global" of Chinese construction,the number and scale of overseas construction projects are gradually expanding,so Chinese construction companies have great potential for international development.Compared with domestic construction projects,overseas constructions not only have the features of long cycle,large investment and labor-intensive,but also have the problems of complex natural environment,unstable social security,large cultural differences and difficulty in communication,which significantly increases the difficulty of project management.In recent years,the concept of people-oriented and sustainable development has been paid more and more attention.The traditional management aiming at cost,progress and quality can not adapt to the fast growth in construction industry.Therefore,the construction industry has introduced mature HSE management mode from abroad to realize the unified management of health,safety and environment.At present,the HSE management of Chinese enterprises is still in the early stage of development,and the management level is low,which is hard to meet the needs of overseas construction.This thesis aims to establish a scientific and reasonable overseas project HSE management performance evaluation system,so as to offer help for domestic enterprises to promote high-quality management of overseas projects.First of all,through extensive reading of domestic and foreign literature on HSE and performance management,the research status is clarified and the characteristics and differences of overseas construction projects are pointed out.HSE management originated in the foreign petrochemical field,and its mature theory and practical experience can provide strong support for construction project management.Secondly,establish an HSE management performance evaluation index system for overseas construction projects.Through literature reading,the key performance indicators of HSE management,overseas projects and construction projects are clarified.Based on the PDCA cycle,HSE management performance evaluation indicator system is constructed from the four stages of planning,implementation,inspection and improvement,The index optimization is carried out through the concentration and fluctuation of expert opinions,so as to build a scientific and perfect HSE management performance evaluation index system of overseas construction projects,which lays a foundation for follow-up research.Thirdly,build an HSE management performance evaluation model for overseas construction projects.By analyzing the characteristics and applicability of the matter-element extension method,it is applied to HSE management performance evaluation.The C-OWA operator is adopted to calculate the index weight,and the correlation function is used to calculate the correlation between evaluation objects and management level,so as to realize the performance grade calculation of HSE management.Finally,taking J thermal power plant in India as the project background to conduct an empirical analysis of HSE management performance evaluation.The project characteristics and HSE management difficulties of the thermal power plant are analyzed,and the HSE management performance of the project is evaluated and analyzed through the matter-element extension model.The research results show that the HSE management performance level of thermal power plant project is good,and the implementation effect of the project’s HSE management measures meets the expected requirements,which further certifies the feasibility and validity of the evaluation model. |
