Evaluation Of Water Ecological Civilization City Construction Based On Matter Element Extension Model

With the rapid growth of China's economy,industrialization and urbanization have been developing vigorously,and the living standard of the people has been increasing day by day.However,the water pollution and the shortage of water resources and water ecological degradation as the representative of the water ecological environment problems have gradually emerged,has been causing a serious impact to the national survival and the development of social economy.Therefore,the state proposed economic construction,political construction,cultural construction,social construction,ecological civilization construction of the "five in one",and vigorously develop ecological civilization city.As an important part of ecological civilization,water ecological civilization has gradually gained national attention.August 2013,the Ministry of water resources identified 45 cities for the national water ecological civilization city pilot cities,Xuchang City,as one of the pilot cities,but also actively participate in the construction of water ecological civilization.By the end of the pilot period in 2016,Xuchang water ecological civilization construction pilot cities also put on the agenda.In order to reflect the Xuchang city water ecological civilization construction accurately,to establish a scientific and reasonable water ecological civilization of city construction evaluation index system to evaluate the water ecological civilization city construction of Xuchang.Domestic studies on water for the construction of ecological civilization started relatively late,but with the government's emphasis on water ecological civilization construction,the research on water ecological civilization construction is also more and more,most of these studies focus on in this paper,the water ecological civilization connotation and the construction of evaluation index system of ecological civilization construction,and the quantitative evaluation of the current situation of the construction of ecological civilization degree and the water research is less.Based on the case of Xu Chang,combined with other scholars' research results and the actual situation in Xuchang,constructing the water ecological civilization city construction situation evaluation index system of Xuchang city by water resources,water ecology,water landscape,Water safety,water management,water culture,and using the extension evaluation model of 2013-2016 in Xuchang City,the construction of ecological civilization city water status evaluation matter element.The results showed that: in 2013-2016,Xuchang city water ecological civilization gradually increased,have made great progress in various aspects of water resources,water ecology,water landscape,water management,water culture.But in the future,we need to pay more attention to the optimal allocation of water resources and water ecological protection,strengthen water management.Through the evaluation can measure the authors water ecological civilization construction level and the status quo objectively and accurately,to advance the authors water experimental cities for acceptance of construction of ecological civilization has important practical significance,at the same time in other parts of the water ecological civilization construction of our country to provide certain reference and reference value,to provide the authors water ecological civilization city construction next direction.
