Study On Cost Control In The Entire Development Process Of The Complex Project Of Pengxin·Aqua City

With the unceasingly accelerating urbanization in China, land resources become strained gradually, leading to an inevitable transition from extensive to intensive in the pattern of urban development. Hence, complex projects come into being. Pengxin· Aqua City is one of the fifth-generation commercial complex. The core of it is to build a large shopping park, combined with commerce, leisure, entertainment, hotel, official business, accommodation, transportation and other functionalities. The key development of a complex project is to control the cost correctly. In a sense, the success or failure of the project development is determined by cost control.In this thesis, current situations and major existing problems of the cost control of a complex project will be discussed firstly, taking several Pengxin·Aqua City projects as cases. According to the process of the project, the development of the project will be divided into three phases which are pre-construction stage, construction stage and post-completion stage. The characteristics and difficulties of cost control in each stage will be systematically analyzed and deeply discussed and summarized. This paper will mainly focus on the cost control of the pre-construction stage and construction stage. A number of effective methods, solutions and regulatory tools in cost control will be proposed. In the pre-construction stage, the target cost of the project is estimated and set mainly on the basis of static measurement; during construction stage, dynamic cost controllability is achieved by cost comparison and deviation rectification, with the help of dynamic monitoring; in post-completion stage, a systematic summary needs to be made in order to improve working processes, to develop better management and control methods and to set a clear direction of future work. In short, cost control, covering the whole process of developing a complex project, is a comprehensive, systematic project. The whole process of the development requires being oriented toward its cost target. It also relies on all members of the project to work together and to motivate stakeholders of the project. In that case, ultimate success will be able to be achieved.Several innovative concepts, such as systematic cost control and management and control tools, are proposed in this thesis. It is based on controlling the cost during the whole process of development. Control procedures, standards and measures are developed, focusing on cost control, to ensure the effect of control. This study explores a relatively well-developed system in cost control, which is beneficial to enhance the core competitiveness of the enterprise as well as other real estate enterprises.
