The real estate industry in China has witnessed a rapid development,especially after its monetization in 1998.During its early stage of the development(at the end of the 20 th century and the beginning of the 21 st century),due to the low land prices,loose construction standards and the high demand,the industry enjoyed huge profit margins,which to a certain extent,weakened the real estate enterprises' cost management attention.However,as the market became more and more mature and the competition fiercer,the government issued a series of policies curbing the rapid growth of house prices,including land bidding,auction and listing mechanism and financing restrictions for real estate enterprises,leading to many unfavorable results.And profitability in the market generally turned downward.Therefore,under the circumstances,cost management became highlighted and cannot be ignored.To gain profit from cost control leads activities of real estate enterprises.At present,theories about real estate project whole process cost control have been relatively perfect,and practices in the domestic large-scale real estate companies have also been relatively mature and prevalent.However,there are plenty of small companies lacking of a complete cost management system.The key research point of the essay lies in how to apply the theoretical knowledge into practice and set up a complete cost management system and put it into practice.This paper analyzes and summarizes cost control problems in the first and second phases of this project,and it offers a feasible whole process cost control system based on the project's actual situation.Additionally,it conducts in-depth analysis on cost prediction in investment decision-making,cost planning based on project planning and design,contract programming and dynamic cost monitoring and evaluation.Finally,the paper makes a practical effect assessment on its study results by analyzing the cost control practices during this project's third phase.To sum up,the paper offers solutions to problems such as unclear prophase target,cost control,non-standard procurement of bidding and loose management rules and operations.It also has obtained the good economic benefit,providing a theoretical basis and practical experience for real estate enterprises to realize sustainable development and prosperity.
