The Whole Process Of Fine Chemical Engineering Project Cost Control

The abnormal phenomena such as budget estimate exceeding estimate, budget exceeding budget estimate and final accounts exceeding budget exist in the field of cost control for project investment for a long time in China, the investment efficiency of the construction projects is seriously affected therefore. How reasonably to decide and control the project cost for controlling the construction cost within the limit of the approved quota and for realizing the target of the projects being constructed, is the mission and task of the construction party. The sole way for solving the a. m. problems is to realize the fining cost control for that of the projects in the whole process.First, this paper describes systematically the history and development status of fining management and the conclusion that the fining management is the updated management concept has been got. It is an inevitable requirement of the large-scale socialized production and the fining division of labor in society for the modern management. The construction field comes into a new era of fining management, the specialization level is getting higher and higher, and division of labor based on specialization is being finer and finer. It is a completely new field of the project cost control to combine the fining management with the project cost control, which is a new tendency of project cost development. It goes through the whole process of such items as the decision making, design, tender, construction and completion of the project.Second, this paper has summarized, analyzed and researched in deep extent the present study status and existing problems of fining management for the projects at home and abroad, taking the fining cost control of the whole project process as the research object and the project implement as the vein to analyze all the constituting factors of the project cost by using the qualitative and quantitative and effective mathematical method, the study and analysis is carried out for the cost control in the present projects. Having collected much information and data of the cost control, the key points for effective control in every stage of the fining cost control have been found. Especially, the value engineering theory and method has been used in the stage of the project in which the design program shall be selected and in the stage in which the construction program of the construction organization design shall be selected and the analytic hierarchy process has been used for the tendering and bidding evaluation stage, all above mentioned methods have brought the significant influences on the fining management of cost control in the stages of the decision making, design and construction of the projects as well as in the tendering and bidding stages, etc. The better results have been got therefore.Third, on the bases of theoretical analysis and through the case analyzing method this paper takes the cost control of one Simulated Flight Training Bases as the object of study by analyzing the fining cost control at every stage of said training base construction in a meticulous and deep going way. After application of the research method of this paper for the fining cost control in the whole process on the training base, good economic benefits for the cost control have been achieved. Much investment has been saved in the expense control within the budget estimate and the profit and the future development of the enterprise is ensured thereby.This paper comes out with certain theoretical basis and the concrete control in the fining cost control in the whole process of the project, widening the thought for effective cost control, supplementing and perfecting the system of the cost control. It is of guiding significance to command the fining cost control theory in solution of the exceeding investment in the present projects.
