Research On The Planning And Application Of The Disaster Resistant Community

Security is the foundation for the development of the city, and the security of thecommunity is the cornerstone of effective urban disaster resistance, which can never becomplete unless to be implemented at the grassroots level. Community as the basicplatform to integrate all resources is the forefront of various departments to carry out thework of disaster prevention and mitigation. Also community as home to city residents,its safety is directly related to the quality of daily lives. Therefore, how to push forwardcommunity disaster preparedness, integrate community resources, promotenormalization and sustainability of disaster prevention, and transform from emergencyresponse to risk mitigation so as to build a community empowered with greatercapabilities to resist disasters, will be issues to explore in face of the increasing urbanrisk.The paper by looking into the system of Disaster Resistant Community tries toexplore a more integrated method of community disaster resistance. Backgroundresearch on its definition, basic concept and practice cases helps to the systematicalanalysis of the main level and the basic elements of the disaster resistant community.Meanwhile, by summarizing the case experiences of the United States, Japan andTaiwan respectively, combined with field research on the cases in the Beijing area, thepaper comes to the two-level perspective of the external support and community level，and the exploration in three aspects, namely the disaster management, environmentalconstruction and community awareness. In conclusion, the paper puts forwards a newmechanism of the tripartite cooperation of government, society and community as thefoundation of community resources integration combined with spatial planning andthe awareness of sustainability, hoping to provide a useful reference for the domesticdisaster resistance and community building process.
