When the country is making its transition to market economy, municipal city developments nowadays in China began to show characteristics brought about by transformations of the society- residential communities have become basic building units of cities, and their designs are influenced by the new emerging trends, which pose new challenges and standards for each city and its community planning.This article focuses on how to integrate community configuration into the big picture of a city's planning. The key argument of this article is "to manage a system by adopting community planning as its basic building block", which recommends taking community layout into the consideration of city planning. By exploring multiple angles of controlled city planning, this article offers a feasible approach to realize the philosophy - "a city of the people and for the people". The author uses real world examples to illustrate the new controlled planning concept is doable, and the article also covers expected challenges in implementation and provides solutions as well.This article contains six chapters:Chapter 1 provides the community background information and new trends, and introduces the key argument and defines the research framework.Chapter 2 and 3 focuses on the interface between community and city planning, which is through the controlled city planning system by using community planning as basic building block, with in depth analysis.Chapter 4 discusses the realization of the controlled planning concept (work methodology, layout configuration and programming), methodology of community survey (data collection and analysis tools), contents of controlled planning (i.e. interface with city road network) as well as strategy of controlled planning.Chapter 5 substantiates the theory by discussing potential implementations of the approach, especially on upgrading and expanding old town areas in developed cities.Chapter 6 summarizes the afore-mentioned key points and suggests issues that might require future research.
