The Research Of Urban Renewal Management Mechanism In Chengdu

With the development of the social economy, many coastal cities which have beendeveloping quickly and some provincial capitals in China enter the post-industrialperiod and are under the stress of modern city transition. With this background, urbanrenewal which is mainly in old residential area or industrial area has become the maintheme of city construction in the future. Chengdu is one of them. From the Funan Riverconstruction in1992, the project of “East Area Reformation” in2001, the constructionand demolition to the dilapidated houses in2002, and the project of “North AreaReformation” in2012, we can see that they all have large scales, astonishing intensity,great effects and include enormous numbers of people, which are rare in the history ofChengdu’s modern city construction. However, the patches of large area’s renewaldon’t have a sound management mechanism, is just dominated by the government asadministerial issues.Based on the many years’ research and practice in western countries, urbanrenewal is a comprehensive and systematic process which includes the social, economic,cultural and other fields, so the management mechanism of urban renewal is veryimportant. So far, it has not yet formed a sound renewal management mechanism, andhas lacked a unified policy and measures to urban renewal. So the local governments tryto stipulate in many respects, such as the relevant systems, the agencies of organizationand management and requirements of planning and the land system by their ownsituation. Among the local governments, Shenzhen has the most profound research andthe most widely practice.From issuing the urban-village construction policy in2004, to “The method ofShenzhen urban renewal” in2009, Shenzhen established the management system of cityrenewal unit plan and annual plan to form a more comprehensive and systematic rule.More importantly, in accordance with this method, the city government of Shenzhenlaunched more than300units of urban renewal, and accumulated a lot of experiencewhich is reflected in “The detailed rules of Shenzhen urban renewal method”.Through the study of Shenzhen urban renewal management mechanism and itsdetailed rules, and comparison between Shenzhen and Chengdu, this paper willaccomplish a theoretical basis for the mechanism of Chengdu urban renewal in thefuture.
