| With the process of urbanization and the rapid economic development in China,the housing price is high in many cities.The crowding out effect on talent and other groups makes the sustainability of urban development face a threat.The housing security system has been established at the national level,but on the whole there are a series of problems,such as low coverage,unbalance of supply structure,unidentified supply body and so on.The housing security system needs to be improved.At the same time,many cities such as Shenzhen are facing the problem of unsustainable land resources.The expansion mode of land increment is gradually transferred to the mode of stock development.Urban renewal will become the main form of urban development,and the guarantee housing through urban renewal will also become the main channel for raising housing.Shenzhen has accumulated considerable experience in this area and has taken the lead in the country.This paper reviews the policy and practice of urban renewal and the development of affordable housing in China,and combs the process of urban renewal and the development of the affordable housing in Shenzhen,and summarizes the characteristics of each development stage.The paper analyzes the land supply and the land source data of the housing market in Shenzhen.The research shows that the urban renewal and construction of the guarantee housing has become the main channel of the guarantee housing.Based on the analysis of the space-time distribution of the security housing projects in the city in recent years,it is found that the overwhelming majority of the guaranteed housing construction through various channels are concentrated in the original "second line",among which the Longgang district is the most,the Longhua district and Guangming New Area are second,followed by Baoan District,Pingshan district and Nanshan District,and the other areas are compared.Less.Affordable housing through urban renewal is mainly concentrated in Longgang,Longhua and Guangming New District.This article sums up the system structure of Shenzhen through urban renewal and construction,and based on the theory of public interest reduction and social space justice in the development and control,through the interview and case study of the developers,the relevant government departments,the planning and policy making units,the housing security objects,and the case study.Through the urban renewal,we should build the characteristi cs of the affordable housing mode.The research shows that the mode of urban renewal and construction of affordable housing includes three kinds of urban renewal,comprehensive renovation of urban renewal and shantytown renovation.There are unfairness in public service allocation and the unrealization of the same rights as the same rights,as well as the guarantee of housing quality defects and lack of profit.The developers are involved in the problems of insufficient power in the renewal and construction of comprehensive renovation cities,the lack of public restoration of the renewal and redevelopment of comprehensive renovation cities,the indifference to the rights and interests of the tenants in urban renewal,the gentry,and the excessive resistance to urban renewal.In order to solve these problems,the paper puts forward some suggestions,such as strengthening the supply of land use and perfecting the supporting of public service,improving the fine degree of policy to realize the rational redistribution of redevelopment interests,promoting public participation and cultivating third party organizations,perfecting the exit mechanism to realize the closed waiting and paying more attention to the housing difficulties of the non talent groups. |
