| With the development of economy and the acceleration of urbanization in China,water consumption increasing rapidly and producing a large number of sewage. So thataggravated the contradiction between supply and demand. Reclaimed water is aneffective way to alleviate the city of shortage water. And it is able to gain considerablesocial benefits, environmental benefits and economic benefits. But funding shortagerestricts reclaimed water project developed rapidly. Take diversified investment andfinancing road and widen the channel for urban reclaimed project’s investment andfinancing that is an urgent problem in the development and utilization of reclaimedwater. The PPP financing mode realizes the interests of the parties in project thatthrough the cooperation of government and private sector, at the same time shareresponsibilities and financing risk. The PPP financing model has been applied ininfrastructure projects in many countries and regions. It has obtained good effect thatrelieves the government insufficient finances and makes up for the governmentmanagement low efficiency.First of all, this paper introduces the concepts of urban reclaimed water, currentsituation and the significance of reclaimed water. And expounds basic concept andclassification of PPP financing model, compared with other financing mode and pointedout that the characteristics and advantages of PPP financing model; and then studies theoperation mode that introduces PPP financing model into urban reclaimed water project,which mainly introduces major participants in project, operating mode and process. Asthe private sector are very important to the PPP financing mode, build index and modelof private sector selection index and model; PPP project risk distribution are key factors to the success or failure in the project, applied WBS-RBS analysis identifies the PPPfinancing model30risk factors in the reclaimed water project. And then used factoranalysis method to determine the15key risk factors based on the basic data obtainedfrom questionnaires. Using factor analysis method extracted the15key risk factors.Then allocated risks that aiming at the key risk factors of project and suggested somestrategies to avoid the key risk factors.Finally, on the basis of the theoretical study, papers makes an empirical analysiswhich analyses investment structure, operation and key risk factors about sewagetreatment plant in C city. |
