The development of a highway construction company relies on getting more construction projects in the competition and low down the project cost through the optimal allocation and perfect management. Material expenses in highway project cost account about60%of the whole project cost. For the reason of lacking sound management system and effective supervision as well as lagging behind in the material cost management awareness, there are still a lot of problems in planning, purchasing and claiming the materials during the process of material management, which cause serious material loss in many projects. For example, the main materials like steel and flooring material are in the condition of seriously excessive consumption. In the process of cost control and management of construction project, material management is one of the key parts of the whole managements. Therefore, it is extremely important to speed up construction progress, maintain the quality and reduce the project cost and economic benefits by perfecting the material management.First of all, this paper makes a conclusion on features and present situation of material management in highway construction project and analyzes the existing problems. Secondly, this paper studies the present material management method of highway construction and explains the general contract system, access system in detail and specifies the content of liability system and the scope of application. Then summary and further analysis and demonstration are made on the management system of ABC material classification and other new materials. On the basis of the existing management method, this paper conducts a research on the management model of turn over material like steel, cement, asphalt and sand, etc. Through the survey of management method in different materials, this paper puts forward a suitable management model of material quantity contract for the construction company. Finally, take the Paojiang Bridge of Caoer River in Shaoxing City, which is constructed by the construction company that the author belongs to, as a typical example. Analysis is made on the management model of the material quantity contract system in this project. This management model has been carrying out successfully for two years and the wastages of all kinds of materials decrease in various degree. The recovery of turn over materials reaches by 10%-40%of the total. By using this management model, it is effective in maintaining the construction quality and progress and reducing the construction cost.
