Since the founding of the People's Republic of China,it has only been a few decades,however its development achievements are remarkable.While the development of Chinese economy is gradually accelerating,its transportation conditions have also been greatly improved and the development speed of its network is updating with each passing day.As one of its features,the advantages of highway are increasingly prominent.The completion and opening of the highway can accelerate capital flow,and at the same time attract high-tech talents to support the construction and development of the local places where it passes.The highway can also stimulates local tourism potential,drive economic development,and also have a positive impact on the optimization and adjustment of local economic and industrial structures.Therefore,highway construction projects have always been the subject which is worthy of great concern and in-depth study in China.This paper serves for an probe into Chinese highway construction project management with No.4-Contract-Section Construction of RW Highway Project as a study case,focusing respectively on the mainly three factors of its project management system including quality,progress as well as safety and meanwhile trying to give adjustment measures to solve the problems happened during the process of its construction.By in-depth study of quality management status of No.4 contract-section construction of RW highway,this paper tries to find out the root causes of problems from the factors of people,construction technology,raw materials,machinery and construction environment,and discovers that after defining the requirements of quality management,the quality assurance system has been established and effectively works to control construction quality and ensured the quality achievement of the whole project.During the process of project construction,through WBS analysis the whole project is divided into sub-projects and their progress plans are reasonably deployed according to their importance level and internal logical relationship.After the progress plans are reviewed and passed,S-Curve and Earned Value Method are used positively to maintain a dynamic monitoring to every steps of the project progress control.Once any deviation is found,corrective measures will be adopted to ensure smooth completion of the project.With deep-going study on the safety management of the project and under the premise of understanding the current situation,this paper has deeply explored the root causes of safety management problems and finds out that safety management mode could be improved from the factors such as safety management system and regulations establishment,on-site safety management,hazard identification and safety training and so on.In the end a general safety management appraisement should be carried out to the whole project with the method of Fuzzy Comprehensive Analysis.
