With the starting point of highway construction and the analysis of the highway construction project management model theories and the case of ND high-speed, the paper tries to sum up the characteristics of the highway construction project management mode and how it runs in the actual specific cases.Based on the theory of project governance, the current highway construction project management model is broadly included four kinds: owners to self-management model, the consulting firm to assist owners mode, the FIDIC management mode and the construction management model. These Four models have advantages and disadvantages. The highway construction projects should choose the suitable management mode for construction according to their own economic characteristics. In the actual construction process, the external environment, governance structures, resource allocation, supervision, supervising engineer, contracting business, equipment investment, project managers, subcontractors and some other factors are the key of the success of highway construction projects.In the range of agent system mode, the paper selects ND highway as the research case. It analyzes that highway construction project management model operates creatively in the process of innovative construction and operation. ND highway is focused on the special treatment of long-acting mechanism and the implementation of refined management. It uses EPMS, EMS, PDCA cycle and other advanced technologies and projects, and gradually worked out PDCAI annual monthly cycle working method. This is a suitable for highway project management, and makes project management scientific, systemic, close, creative and planned. Based on these, ND highway creates a project management model called "Wu Hua San Xing". Finally, according to the innovation experience of ND highway construction project operating in the actual operation of the process, the paper has three advices for the project management of domestic highway construction.
