From this paper mainly based on total quantity control of the birch county of Huachuan as well as the present situation of the highway network prediction research, summarized in recent years, Huachuan county population, economy, history of passenger and freight volume and reasonable development scale data linear rule, the analysis of linear rule on the basis of forecasting methods were compared, to suit a scientific choice of regional prediction method.In the population projections by the comprehensive growth rate, population growth of Logist curve method and the exponential regression method to predict the comparative analysis, the economic forecast growth rate method is adopted, three exponential smoothing method and exponential regression method to compare.In terms of traffic volume forecast USES the binary linear regression and elastic coefficient method, this paper compares and analyzes the research on the rules of its data.From the economic development, social development, environmental protection three aspects has carried on the analysis to the domestic development status of the existing road network planning, and expounds the theory of highway network planning. In Huachuan County, Jia Musi city in Heilongjiang Province as an example, the Huachuan county to evaluate the current status, development of highway network planning, highway network layout optimization of highway network planning, implementation sequence arrangement and implementation effect evaluation, the theory and method proposed in this paper through the example of planning, and have practical guiding significance to the county highway network planning.
