| With the development of new urbanization in China,the traffic demand of urban and rural areas is increasing,and the scale and scope of travel are also expanding.While large cities continue to promote the low-carbon strategy,county towns are still the blind areas for the development of low-carbon transportation.The unbalanced development of passenger transport,unreasonable network design,unbalanced allocation of public transport resources and other problems restrict the development of low-carbon transportation in the county.As the key component of the passenger stations,the public passenger transport hub carries the important function of passenger flow distribution and transfer,and is an important node of passenger flow conversion between urban and rural areas.Reasonable planning and layout of passenger transport hub stations in the county can not only improve the travel efficiency and convenience of urban and rural residents,attract public transport travel,but also promote the optimization of urban and rural passenger transport network structure and realize low-carbon and efficient travel,which has practical significance.This paper relies on the National Key Research and Development project of China "Research on county-level town planning technology based on carbon-control system" and subproject "Research on the network configuration of typical county-level town facilities based on full carbon efficiency"(No.2018YFC0704704).The paper studies the location of public transport passenger hubs within the county.On the basis of consulting related literature,we summarized domestic and foreign theoretical research on the Hub Location Problem(HLP),and proposed a low-carbon target-based county hub layout method based on the characteristics of Chinese counties.Firstly,according to the obtained fuel consumption data,this paper studies the current situation of public transportation carbon emission characteristics in county towns;and further through the questionnaire survey,by conducting investigation about transfer facilities,transfer time and transfer intention,we know about the tendency of residents in the county in the long-distance travel transfer choice,and then analyzes the characteristics of transfer behavior in county.Secondly,this paper expounds three modes of urban-rural development,and analyzes the disadvantages of hierarchical urban-rural development system,and proposes that the ‘hubnetwork’ structure is a more equitable and convenient spatial organization form,which can not only break the traditional administrative level limit,establish a flatter county travel network,but also effectively strengthen the connection between urban-rural areas.Therefore,this paper proposes a node importance analysis method based on the ‘hub-network’ model,and classifies county hubs according to the cluster analysis of node importance,and gives qualitative suggestions on the construction scale and layout principles of all levels of hubs.In order to determine the location scheme of hub quantitatively,this paper constructs an integer planning model of county hub location based on the hub-spoke network,with the goal of minimizing the total carbon emission of the network,and solves it by genetic algorithm.Finally,taking Changxing as an example,this paper calculates the node importance through the indicators obtained from GIS data.According to the calculation of node importance and cluster analysis,the set of hub candidate points is obtained.The hub location and node allocation scheme are obtained by using the model,and the hub layout scheme suitable for Changxing is put forward.The current situation and the optimized hub layout are evaluated respectively to verify the feasibility and practical application of the model. |
