Now, in the two decades of the21st century, a crisscrossing and smoothly roadnetwork is more and more necessary with the rapid economic development. As aconsequence, the construction of infrastructure of highway has incredibly developedand the scale of traffic has extended day by day in Shanghai. People are enjoying thehuge convenience from the road network, meanwhile, a big test of safety andsmooth-going is also brought to current road network. The experience of travel throughhighways is constantly influenced by various things, such as huge increasing of vehicles,bad weather, horrible traffic jam, unexpected emergency. The high demand of travellingoutside for the ordinary people is not only a request of being at the destination withspeed, safety, comfort, but also a request of having timely information of traffic status.With the ideas of “Public Service Government”, road department is aggressivelychanging ideas that they are focusing on the service and traffic efficiency of highwaysinstead of increasing the numbers so that to offer good service to the public. The newmanagement mode of highways which focus on information and intelligence is createdunder this background.Highway network promotes the development of the economy and the progress ofthe society, which also affects the travel convenience and safety of the citizens. Theestablishment and effective operation of highway road network center management canmaximize the bearing capacity and value of the highway network, reduce the number oftraffic safety problems, meets the information needs of travel. Road network center fullyuses information and intelligent means in network monitoring, security, emergencymanagement, and travel information services, to achieve two-way and interactivecommunication with road users, in order to meet the people diversified demand fortravel, personalized and high quality, which provides the travelers safer, more smooth,more comfortable highway road service. This article attempts to analyze the practicalapplication of information technology among the road department and the results ofenhancing the service capability through the examples from Shanghai HighwayNetwork Center. Applying the related theory of public service as well as public economics, this article also analyses the key role and meanings of how the informationtechnology can be used to improve the service of road department, meanwhile, itprovides some personal comments and suggestions of further usage of upgradinginformation technology according to the current key problems. The operation of thenetwork center marks not only the beginning of the new era of the highwaymanagement but also the transition from regarding the infrastructural facilities as themajor role to focusing on the public service. Road department always makes greatefforts to enhance the service capability with applying the information, to furtherimprove the service efficiency and quality, to meet the growing demand of people’stravelling. The highway road network operation center runs successfully, whichpromotes the road department service ability. It makes highway as an integral part andplays more and more important role in modern city development.
