In order to minimize the accident rate of the work activities in AL group and improve the safety management on the sites of AL group, this paper summarizes the accident prevention theory, behavioral safety theory, and the best practices for behavioral safety from foreign counterpart. This paper analyzes the database of accidents in20years within AL group, identifies and classifies the unsafe behaviors under the BBS (Behavioral Based Safety) theory.This paper summarizes the impact factors for unsafe behaviors based on the theory of organizational behavior and safety psychology, it uses questionnaires and interviews with the first-line workers to collect the data for analyzing key factors for unsafe behavior in work activities, and it determines the factors:societal factors, personal factors, equipment and environmental factors, organizational factors. It uses analytic hierarchy process to determine the contributing factors for the unsafe behavior influencer (secondary influencer and third-level influencer), among the secondary influencers, the order if considering the contributing factors is organizational factors>equipment and environmental factors>personal factors>societal factors. Among the third-level influencers, the order if considering the contributing factors is leadership commitment>safety training>operating procedures>safety communication>safety rewards or punishment>near miss management.This paper raises some recommendations for controlling unsafe behaviors based on the order for influencers of unsafe behaviors, they are promote leadership commitment, improve safety training, insure the effectiveness of operating procedures, update safety equipment.
