The Impact Of The Perception Of Reginal Environmental Policy On The Company Carbon Reduction Behavior

In the era of low-carbon economy, carbon emissions are gradually transcending the traditional factors of production such as land, capital, labor force, to become the main factor of social and economic development. China is in the rapid development of industrialization and urbanization, and there is the rigid demand of energy, how to ensure the continued economic growth while achieving goals for reducing carbon emissions has become a major issue of the whole society to face. Enterprises as the main implementation of carbon emission reduction, there are tough choices between short-term cost and long-term income; the local government in the current performance appraisal system also has a difficult choice, the implementation of carbon emission reduction will cause GDP loss and reduced labor positions, but the reasonable development and using of environmental policy instruments is an important way for local government to take reasonable mitigation strategies. Based on this, from the perspective of collaborative, this article takes game theory to learn the relationship between local government and enterprise and the cost benefit, anatomizing the mechanism of enterprises emission reduction behavior. Based on elaborating the evolution of regional environmental policy theory and related research, taking Zhejiang province as an example, through the questionnaire investigation of more than500industrial enterprises in Ningbo city, Zhejiang province, this paper makes an empirical analysis of the effect of regional environmental policies on corporate emission reduction behavior and concludes that, and brings forward response strategies of low carbon era enterprise with regional environmental policy. The basic conclusions of this study can be summarized as follows:(1) On the whole, Zhejiang province has not coordinated development to achieve economic growth and carbon emission reduction targets; and there is a significant negative correlation relationship between economic growth subsystem and carbon reduction subsystem, which draws a conclusion that the economic growth is still at the price of the energy consumption and environmental pollution; the average coordination degree of compound system has been nearly doubled since the11th five-year plan, explaining the gradual improvement of environmental policy system has played an important role.(2) The environmental policy based on the division of the inspection has the best effect on corporate emission reduction behavior; the promotion effect of government incentive-support environmental policy for corporate emission reduction behavior is better than administrative mandatory environment policy; government imperative environmental policy has low identification degree on enterprises, and shows relatively small facilitation on corporate emission reduction behavior;(3) In the environmental policies based on the division of the inspection, establishing and improving corporate emissions performance evaluation index and emission permit trade have an apparently positive effect on promoting the enterprises to strengthen management; the clear emission reduction division among enterprises have an apparently positive effect on promoting the adopting of the product innovation strategy; and establishing and improving corporate emissions performance evaluation index and improving the green credit system has the same effect on promoting the taking of investment and development of environmental technology strategy.(4) In the government incentive-support environmental policies, environmental protection technical support have significant positive effect on promoting the product innovation on corporate emission reduction strategy; while the government tax incentives have great negative influences on Corporate behavior of high abatement costs. Therefore, adjustment of domestic energy prices mechanism and formulation of a reasonable energy subsidy policy is is an important link of the adjustment and optimization of energy consumption structure in China.(5) In the government supervision and punishment of environmental policy, administrative supervision system and perfecting the market access system have significant promotion impact to the product innovation on corporate emission reduction strategy. Strengthening governmental supervision, developing perfect industry standards and market access standards can effectively promote the corporate to optimize the product structure, to improve productive technology, and produce efficiently.Therefore, in the future China should be on the basis of the division of regional emissions through a series of measures, such as further clarifying the reduction division of among enterprises, increasing support for the credit of environmental protection enterprises and environmental technology research and development, and strengthening government incentive and support, supplemented by administrative mandatory environment policy, and guiding enterprises to take active and reasonable reduction strategy.
