Research On The Impact Of Local Government’s Environmental Policy Implementation On Environmental Performance

Environment is the basis of human survival and development,and the basis of economic and social development.With the acceleration of industrialization,China’s environmental problems are becoming more and more serious,and the sustainable development of economy and society is restricted,threatening human life,health and safety.With the concept of"sustainable development","harmonious society" and "ecological civilization" put forward,the government attaches great importance to the issue of environmental governance and has promulgated a series of environmental policies,forming a sound policy system.But the environmental problem has not been fundamentally reversed,the environmental problem is still grim.Alison,an American policy scientist,believes that "in the process from the establishment of environmental policy to the realization of environmental policy objectives,the determination of policies only accounts for 10%of the function of the realization of policy objectives,while the remaining 90%of the function comes from the implementation of policies.Therefore,this paper believes that the main reason why environmental problems are still severe is that the policies have not been effectively implemented.At the same time,with the central government delegating power and benefits to local governments,local governments play the role of the main body of policy implementation in environmental policies.Therefore,starting from local governments,this paper uses quantitative research methods to analyze the impact of various implementation variables on environmental performance in the implementation of environmental policies by local governments,and explores ways to make the implementation of environmental policies more effective,so as to improve environmental performance.This article through to our country environment policy implementation mechanism is analyzed,draw lessons from the horse’s manny Ann(Mazmanian)and shane battier(Sabatier)composite model of policy implementation,select the interests of policy implementation of local government,the government’s policy implementation means,investment policy execution resources as well as the policy executive power of the government itself have four dimensions variable,with the method of quantitative research,determine the specific quantitative indicators on behalf of all dimensions,30 provinces and cities of China in 2011-2018 provincial panel data empirical analysis on the effects of variables on the environmental performance.The empirical results show that each variable in the implementation of environmental policy will have different degrees of impact on environmental performance.Competition between local governments impedes the improvement of environmental performance.All regions should be more strict in introducing foreign investment,pay attention to the introduction of advanced technology,pollution control equipment and environmental management system,and prevent the entry of high-polluting enterprises.Governments should also pay attention to the linkage effect and mutual benefit and win-win results.In terms of policy implementation means of the government,all implementation means can effectively improve environmental performance as long as they are properly used,among which environmental publicity and education means take a longer time to achieve effect.The policy resources invested by the government can effectively promote the improvement of environmental performance,but attention should be paid to the specific areas and scope of financial resources input,and the adequacy of operating funds in the later period should be guaranteed in environmental protection infrastructure.The policy implementation power of the government can effectively promote the improvement of environmental performance.Local governments still need to further strengthen the policy implementation power in the future work.Based on the analysis of the empirical results,the following policy recommendations are put forward:strengthening the implementation and implementation of environmental policies;Guide target groups to actively participate in environmental policy implementation;Improving the system construction of environmental policy implementation.
