Research On The Difficulties And Countermeasures Of Local Government's Environmental Protection Policy Implementation

Since the implementation of China’s reform and opening up policy,with the rapid development of China’ s economy,problems of environmental pollution and resource shortage have become increasingly obvious.To better protect the environment,our country has built a perfect system of environmental protection laws,regulations and policies.Especially in this system our country not only regards the environmental protection as a basic national policy but also separates ecological civilization as a single chapter for the first time in the 18th national congress of China’ s party and puts forward the great goal of building a beautiful China in the 19th national congress of China’ s party.However,environmental quality improvement is still limited:environmental problems of severe smog,black and smelly rivers and corporate theft are still frequent.It not only has a negative effect on China ’ s ecological civilization construction,but also puts great international pressure on our country,and brings a negative impact on China’s international correspondents and key international policies such as One Belt And One Road.Environmental protection policy is the basic foundation of environmental protection.The effective and accurate enforcement of environmental protection policy is the key to the solution to environmental problem.Local governments especially the county-level are the representative.To turn environmental policy into reality,local governments must effectively carry out policies.Under the pressure of interest conflicts local governments need to play a good role in guiding,promoting,organizing and coordinating.Local governments should not be absent,not be offside,not be in a wrong position to accurately carry out environmental protection policy so that it can effectively improve environment and promote good and rapid development of economy and society.Taking the county government J as the research object,based on the theory of environmental policy enforcement,the article further studies core concepts of environmental policy and enforcement and other core concepts and related theory of Policy tool and policy network.With the combination of the present county J’ s environmental policy enforcement.the article applies methods of literature analysis,semi-structured interview and induction to figure out in the county J environmental protection the problems of unclear department responsibility,simple execution methods,insufficient enforcement methods and strength,lack of execution resources,low public participation and lack of policy promotion.After thorough study the article figures out the reasons such as implementation concept deviation,imperfect enforcement mechanism and insufficient law and regulation synchronization.To solve the problems in county J’s environmental policy enforcement,the article puts forward four countermeasures including setting up the right concept of political achievement,strengthening the guidance of the superior government,regulating environmental policy enforcement mechanism,and increasing public participation,Furthermore it also provides references for local governments’ effective environmental protection policy enforcement.
