Research On Environmental Protection Policy Implementation Deviation Problem Of Local Government

Since the 18th National Congress of the CPC,China has attached great importance to environmental protection,and successively issued policy provisions such as "Ten Rules on Atmospheric Pollution","Ten Rules on Soil Pollution" and"Ten Rules on Water Pollution".In the report of the 19th National Congress of the CPC,the importance of "pollution prevention and control" was emphasized.At the central government level,it has made significant progress in the concept of ecological and environmental protection through the introduction of environmental protection policies and the strengthening of environmental supervision.However,at the local government level,whether the environmental protection policy can be fully implemented and the concept of environmental protection can be effectively practiced is the key issue that needs to be clarified.Existing studies show that the interest game between the higher and lower levels of the government,the interaction between the government and society and other factors will have an important impact on the implementation of the policy.Most of the existing studies on policy implementation bias are focused on the single factor causing the problem,and few of them are able to explore the relevant influencing factors and specific mechanisms of policy implementation bias based on the overall level.In the case study of the environmental remediation work of the plastic processing industry in J County,based on Smith’s policy implementation process model and combining with the actual environmental protection policy implementation process in China,this paper constructs a theoretical analysis framework of policy implementation,including policy-making agency,implementation agency,target object and other factors.At the same time,with the help of this theoretical analysis framework,the paper explains the main formation of local government environmental protection policy implementation bias,which can discuss the relevant influencing factors of local government environmental protection policy implementation bias on the whole level,and reveal the mechanism of action.The study found that the local government deviated from the policy implementation direction due to economic interests and other factors in the implementation process of environmental protection policy,which led to the deviation of policy implementation,thus causing a variety of environmental problems in the development of the industry.In the face of the assessment pressure imposed by the central government,the sports-oriented governance measures taken by local governments have further deepened the policy implementation deviation.In summary,the occurrence of policy implementation deviation is the result of the comprehensive action of many factors,and it is closely related to the policy-making institution,the executive institution,the target group and other factors.To be specific,the influencing factors include:the rigid assessment method adopted by policy-making institutions makes the enforcement agencies face great pressure;target groups will affect the implementation will of the policy enforcement agencies;local governments have selective and abuse of discretion;and sport-oriented governance magnifies the deviation of policy implementation.Finally,the article to strengthen the implementation of environmental protection policy of local government and promote the implementation of environmental policy,from the build green development for examination and assessment of the political system,administrative discretion,standardize the supervision mechanism of regulating the forward as a means of achieving environmental pressure conduction,promote sports governance of local government action,etc.,puts forward concrete countermeasures and Suggestions.
