Improving the level of safety management is an effective way for the mining enterprises to reduce accidents and ensure the safety of the human beings and properties. The mining enterprises only understand the status of their own safety management clearly, and identify the defects of their safety management can implement the improvement measures with special focus and aims, thus to i· mprove the level of safety management ultimately.Using theoretical and empirical methods, the mining enterprise safety management maturity model is proposed from the point of view of safety management process improvement. The model is designed to help mining enterprises understand their status of safety management, and provide a rating upgrade path for mining enterprises’dynamic improvement of safety management. The main contents and results obtained are as follows:(1) Researched the mine safety management theory and the maturity model theory, and on this basis, explored the feasibility of the application of the maturity model in mine safety management.(2) Established the mining enterprise safety management maturity evaluation system. This evaluation system contained four aspects of mine safety management. The four aspects are plan, organization, lead and control.(3) Established the mining enterprise safety management maturity model. The model was composed by maturity evaluation elements, evaluation method and maturity improving order.(4) The mining enterprise safety management maturity was divided into five levels from the lower ones to higher ones hierarchically. The five levels are:the confusion level, the simple level, the specification level, the lean level and the optimization level. Each maturity level had different features and contained several key processes. The five maturity levels and the key processes provided a path of continuous improvement of safety management for mining enterprises.(5) Established the mining enterprise safety management maturity evaluation index system, and used the Analytic Network Process to determine the weights of the evaluation index and grey comprehensive evaluation to quantify the maturity evaluation. According to the evaluation results, constructed the safety management improvement priority matrix to analyze the improvement orders of the safety management.(6) Applied the mining enterprise safety management maturity model to evaluate the safety management maturity of Shandong Mining Limited, analyzed the evaluation results and proposed recommendations for improvements. The feasibility of the model is verified by this example.
